By <br />actually providing the economic stimulus to enlarge these projects into well- <br />designed reconstructions that add competiti. ve marketable amenities to homes in <br />the Roseville market, the city can continue to move positively even in the midst of <br />a challenging building environment. QSA, Inc. will serve as an advisory contact to <br />homeowners who are interested in pursuing the program. Its responsibilities will <br />be spelled out in an agreement with the City. <br /> <br />"The program anticipates a 4% annual appreciation rate on homes. On August 13, 1998 the Star &: <br />Tribune reports that the average Minneapolis/St. Paul home appreciated j.9% in the past year. <br />
