Any homeowners in the program who sell before ten years, pay the city its entire <br />principle investment and the home continues to generate increased tax on its <br />improvement. This further enhances the city's home improvement revenue <br />stream. If homeowners do stay longer than ten years, then the goal of the program <br />to promote citizen investment and life cycle housing in Roseville is achieved. <br /> <br />5. Interested homeowners will be given a prepared description of the styles of <br />homes that will qualify, for example "Typical" homes built between 1945 and 1975, <br />of ranch, rambler or Cape Cod (story and one-ha1f) sty Ie. <br /> <br />6. Prepared program qualifications wiU also specify improvements that (at least one <br />of which) must be demonstrated in a reconstruction. They include an enlarged and <br />improved kitchen, an additional or enlarged bathroom, a master bedroom/ couple's <br />suite, a main floor family room, and a second garage stall. <br /> <br />7. The improvement must be designed by an architect (minimwn Bachelor of <br />Architecture degree). <br /> <br />8. The city wiH be permitted to video the improvement, hold an open house to <br />display it, and otherwise pubJicize it. This includes a right of the city to acquire <br />design plans and drawings for publication. <br /> <br />9. A homeowner can qualify for the program by having his or her plans approved <br />when construction lending is approved by a lender, entering a loan agreement with <br />the city at the same time the lender doses its loan. No funds will be disbursed by the <br />city until the project is ready for display. The homeowner must permit photography <br />and documentation of the project in advance of completion of the project. <br /> <br />10. Homeowners will be selected for the program on a first-corne, first-served basis, <br />the city reserving the right to detennine the suitability of the project for loan <br />qualification. If the project is submitted as an in-progress project the city may take <br />into accmmt if!=! abihty to document the preexi!=!ting home and its reconstruction. <br />Pre-loan advice on qualifying for the program will be available (from QSA). <br /> <br />11. QSA, Inc. will prepare lender, builder and architect infom'\.ation to be available <br />to homeowners on request. Specific recommendations will not be made, but after a <br />period of time QSA will develop lists labeled flY Oill neighbors recommend". <br /> <br />12. A waiting list will be compiled for recipients of the next available funding. <br />
