<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 06/08/98 <br />ITEM NO: C-3 <br /> <br /> <br />Agenda Section: <br />CONSENT <br />Mark Ness request for a minor variance to reduce the setback of a <br />driveway/parking area to zero feet at 1433 Skillman Avenue West <br />(PF#3030). <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Mark Ness is requesting a minor variance to reduce the side yard setback of a <br />driveway/parking area to zero feet for the purpose of widening a driveway at 1433 <br />Skillman Avenue West. <br /> <br />Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />Driveway setback - 5' <br /> <br />0' setback <br /> <br />5' variance <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Mark Ness owns a home a 1433 Skillman Avenue West. The property is zoned R-1 <br />Single Family Residential and adjacent land uses are single family residential to the <br />north, south, east, and west. <br /> <br />2.2 Mr. Ness is requesting a variance from Section 703.04(8)(9), City Code, to reduce <br />the setback of a driveway/parking area to less than five feet in order to widen an <br />existing driveway. The existing 11 foot wide driveway on the property is in need <br />of replacement. As the property only has a single car garage, Mr. Ness would like <br />to widen the driveway by 5.5 feet to provide space for a vehicle to be parked in the <br />driveway without completely blocking the garage door. The lot is only 76.7 feet in <br />width and the garage is located 5.5 feet from the side property line; therefore, there <br />is not adequate space to install a parking space on the side of the garage or for a <br />driveway extension to access the rear yard. The substandard width of the lot <br />and the location of the house on the property creates a physical hardship, <br />while the single car garage presents a practical difficulty for the applicant. <br /> <br />2.3 It is the policy of the City of Roseville to issue minor variances when there is a <br />hardship or practical difficulty, provided the property is located in an R-1, Single <br />Family Residential District, and used for residential purposes. <br /> <br />2.4 Section 703.04(8)(9), City Code, states "residential driveways shall be constructed <br />so that the edge of the driveway nearest to the side lot line sha11 be a minimum of <br />five feet from the side lot line." <br /> <br />PF#3030 - RCA (06/08/98) - Page 1 of 3 <br />
