The property
is zoned R-1 Single Family Residential and all adjacent land uses are single family
residential.

2.2 Mr. and Mrs. Somers are requesting a variance from Section 1004.02(0)(4), City
Code, to reduce the front yard setback to 25 feet for the purpose of constructing a
five foot garage addition and a five foot deep porch. The Somers are interested in
improving an upgrading their residence. As part of these improvements. the
applicants would Itke to construct an addition to the existing garage and a front
porch on the property. The porch is needed in order to divert water from the area
under the front step and eliminate water problems in their basement, which would
not be accomplished with just a landing and no roof. They are also proposing to
expand the garage to the front rather than rear in order to provide increased light
into a solarium and breakfast nook area at the rear of the house. Expanding the
garage to the front and in line will the porch is also the best alternative from a
design perspective. The applicants will also be undertaking other improvement to
their home, including the installation of dormers on the front side of the roof. The
location of the house on the property creates a physical hardship, while the
water problems and desire to upgrade the property creates practical
difficulties for the applicants.

2.3 It is the policy of the City of Roseville to encourage reinvestment and improvement

PF#3034 - RCA (06/08/98) - Page 1 of 3
