<br />PLANNING COMMISSION DISCUSSION <br /> <br />Department Approval: <br /> <br />DATE: 01/13/99 <br />ITEM NO: 5a <br />Agenda Section: <br />Continued Item <br /> <br /> <br />It m Description: Church Proximity to Public Facilities <br /> <br />Background <br /> <br />At the December 9, 1998 Planning Commission meeting, the Commission requested <br />the staff to review the existing land use throughout the community and determine if <br />there were church parcels within some proximity to public facilities or public amenities. <br />The purpose of this study was to assist the Commission to determine whether <br />precedent for other sites would be set by approving the Prince of Peace Senior Housing <br />Project on Church property and adjacent to the edge of a park. <br /> <br />The staff reviewed the land use records and prepared the attached city-wide map <br />based on the following criteria: <br /> <br />1. A church parcel of at least 5.0 acres or, <br />2. A church parcel of at least 2.5 acres with an abutting 2.5 acre site in one <br />ownership. <br />3. City park or school property within 350 feet. <br /> <br />Staff Answer <br /> <br />Depending on the specifics of each site, there are at least 15 opportunities for church or <br />senior housing expansion. There are no church expansion sites directly adjacent to a <br />lake, but some are adjacent to a wetland. The site layout also depends, in part, on <br />available parking for the uses. <br /> <br />The City Code currently designates churches as "permitted uses" in an R-1 zone <br />(including parking lots).
