<br />. . <br /> <br />REQUEST FOR CITY COUNCil ACTION <br /> <br />DATE: 12/14/98 <br />ITEM NO: <br /> <br /> <br />n Approval: <br /> <br />Agenda Section: <br />CONSENT <br /> <br />Extend time-line for agency review for Prince of Peace Lutheran Church and <br />Senior Housing Partners, LLC request for an Comprehensive Plan <br />amendment and concept development plan approval for planned unit <br />development (PF3049) <br /> <br />Manager Approved: <br /> <br />1.0 Requested Action <br /> <br />1.1 In accordance with Minnesota Statutes 15.99, extend the time line for agency review of the <br />Prince of Peace Lutheran Church/Senior Housing Partners, LLC application for a <br />comprehensive plan amendment and concept planned unit development for 60 days, from <br />January 8,1999, to March 9,1999. <br /> <br />2.0 Background <br /> <br />2.1 Prince of Peace Lutheran Church/Senior Housing Partners, LLC are requesting an <br />amendment to the City's Comprehensive Plan to change the future land use designation <br />of a 6.13 acre parcel from Church to High Density Residential (2561 Victoria Street North <br />- Church) and the designation of a 2.11 acre parcel from Low Density Residential to High <br />Density Residential (2555 Victoria Street North - Huberty). The applicants are also <br />requesting concept development plan approval on the combined site of 8.24 acres for a <br />mixed use planned unit development including the existing Prince of Peace Lutheran <br />Church, a 56-unit three-story senior housing building, and an off-street parking area. <br /> <br />2.2 The Planning Commission held a public hearing on this request on Wednesday, December <br />9, 1998. After a lengthy public hearing and discussion, the Planning Commission <br />continued action on the request until the January 13, 1999, Planning Commission meeting, <br />to provide the applicant with an opportunity to provide additional information on the <br />visual impact of the proposal and provide staff with an opportunity to provide additional <br />information on potential similar situations within the community. For this reason, the <br />Planning Commission recommended that the time line for agency review be extended for <br />60 days. <br /> <br />6.0 Suggested City Council Action <br /> <br />6.1 By resolution, extend the time-line for agency review of this application for 60 days, from <br />January 8, 1999, to March 9, 1999, in accordance with Minnesota Statutes 15.99. <br /> <br />Attachments: Resolution <br />60-dayTime Limit: Application accepted on November 9,1998; decision deadline is January 8,1999 <br />Prepared by: Kim L.
