The outflow from this site should not exceed the existing outflow <br />for a 10- year storm. The ponds must provide storage for the 100- year event. Storm sewer calculations <br />should be provided for review. The ponds should be redesigned so that storage does not take place on the <br />right- of- way to be dedicated. These ponds should also have a bench at the HWL. <br />7. Please provide additional information on the proposed storm sewer. This should include size and type of <br />pipe as well as proposed inverts. <br />8. Where will the building roof drain? Please include this information on the plans. Roof drains should be <br />connected to on site storm sewer. <br />9. There is a proposed storm sewer pipe under the canopy piling. Please revise the storm sewer design so that <br />the pipe is not underneath a permanent structure. <br />10. The water main is shown as 6" RSV. What type of material is RSV? There is also a concern that a 6" pipe is <br />insufficient to serve the proposed apartments. Will a separate line be brought in for sprinkler service? Will <br />the water main be looped around the site? Please reevaluate this design and verify that the proposed water <br />service is adequately sized. <br />11. Permits are required for all work within the Ramsey County right- of- way. Please make a note on the plan <br />regarding the contractor's responsibility to obtain these permits. <br /> <br />Landscape Plan <br />1. The cross- section shows very mature trees behind the building. The grading plan shows this area being <br />disturbed. The landscape plan does not show any additional trees being planted. Landscaping around the <br />building is important in reducing the visual impacts to Central Park. Please revise the landscaping plan to <br />include trees in the areas where they will be removed. <br />2. The proposed plantings on the slopes into the ponds should not interfere with the storage volumes of the <br />ponds. The seed mix proposed for these areas should be hardy and able to thrive with the proposed wet <br />soils. Please provide more information on what ground cover is being proposed in these ponds. <br /> <br />Erosion Control Plan <br />1. A detailed erosion control plan should be provided. The existing site has steep slopes that need to be <br />stabilized during the grading activities. A washed rock construction entrance should be installed at all <br />construction street accesses. Tracking onto public streets should be held to a minimum with notes on <br />street sweeping included on the plan. Special care should be taken along the west property line where the <br />slopes are steep and any erosion control failure could cause slides onto the public path. The installation of <br />fiber blanket with silt fence at the top and bottom of the slope would be a start for this area. <br />2. Since this site is over 5 acres, it is necessary to obtain a MPCA National Pollutant Discharge Elimination <br />System (NPDES) permit. A copy of this permit is required prior to any permits being issued. <br /> <br />I look forward to working with you on your proposed development.
