~"'lO~~ Minnesota COMMUNITY DEVELOPMENT DEPARTMENT February 10, 2000 To: Mike Ondracek, Preferred Builders From: Cathy Bennett, City of Roseville RE: Landscape Plan Revisions, 2190 St. Croix Street This memo is to address the landscape plan and bid provided to me on February 9,2000 for 2190 St. Croix Street in accordance with the Contract for Deed dated April 23, 1999 between the City of Roseville and Preferred Builders. The provisions of the Contract for Deed requires that an approved landscape plan be prepared by Preferred Builders and approved by the City of Roseville. In addition, we require security to ensure that the plan will be completed as soon as weather permits. The amount of the security, which can be escrowed with the City by cash, certified check or money order, is 1,5 times a bid from a licensed landscape contractor, The information you provided to me on February 9,2000 is insufficient and will need to be revised prior to closing, The following items will need to be addressed: . Is the estimate provided and supported by a licensed landscape contractor? . Identify the size, root condition and botanical name of the seasonal shrubs, . What types of landscape rock does the bid cover? . What is garden verbena? Provide size, root condition, etc, . What type of sod materials? Does this include 4" of topsoil? . Does the final grade address the drainage issues per the survey? There needs to be indication on the plan or in the bid that a grade provision is provided along the north and south property lines to ensure that water drains to the street. . In what condition are the trees provided? Bag & burlap, potted, spaded? . Label the location of the trees, shrubs, and garden verbena on the plan, The City of Roseville will require that these issues be addressed prior to closing. If you are unable to provide this detail, the City of Roseville will require a $15,000 letter of credit or escrow amount to ensure that the plan meets our specifications under the Contract for Deed. The lot a 2190 St. Croix Street was purchased by the City under the Housing Replacement Program, We want to ensure that this City program is completed successfully and the exterior appearance of the home and landscape is of the utmost importance.
