~ REQUEST FOR CITY COUNCIL ACTION DATE: 07/27/98 ITEM NO: K-l Manager Approval: Agenda Section: Report/Recommendation (Con 't. ) Roseville Housing Improvement Program Housing Replacement Program - 2190 St. Croix Street(PFJ056) 1.0 Reauested Action 1.1 City staff is requesting the approval of the purchase of 2190 St. Croix Street as part of the implementation of the Housing Replacement Program under the Roseville Housing Improvement Program. Roseville Housing Fund would be used for the purchase and administrative fees associated with the purchase, if approved. 2.0 Backaround 2.1 A housing replacement program was established in 1996 to help the City purchase - ~ dated or non-code compliant structures that could not be economica1Ty ~abili'ated or ~nlrl no thp Qnen mar e . e purpose of the program is to replace deteriorating lower value housing on scattered sites throughout the City with larger, higher value housing designed for families. The goal of the program is to increase the property value of the home and improve the value and aesthetics of the neighborhood properties. Those homes are located at 2 00 William Street an 266 eXlng on Avenue. In addition, the City purchased a tax forfeited vacant parcel from Ramsey County to combine with the home at 2100 William under the program. The total funds expended under the program for the purchases is approximately $108,000. ~ ,\ ~ ~~ c) 2.2 2.3 J. Brown & Associates as of July 1, 1998 conducted an appraisal of 2190 St. Croix with an estimated market value of $60,000. 2.4 The Council directed staff to begin the negotiation for the purchase of 2190 St. Croix Street at the Council meeting on June 22, 1998.
