If there was a special project, Mr. Trudgeon opined that the HRA would <br /> probably seek outside services for those communication needs, but on a daily ba- <br /> sis, he recognized the ongoing communication efforts and the HRA's staff in- <br /> volvement in those meetings, not necessarily creating the need for a dollar item, <br /> but focusing on the initiatives they were addressing in their work plan; and not <br /> billable hours. <br /> At the request of Councilmember Laliberte specific to the current "Welcome" <br /> packets provided by the HRA, and their review by the Community Engagement <br /> Commission, City Manager Trudgeon advised that those designs were over five <br /> years old, and the intent was to freshen them up as copies are depleted versus or- <br /> dering another supply. Mr. Trudgeon advised that this would be happening soon- <br /> er rather than later, with input from multiple sources on the design, format and de- <br /> livery options for them— all part of a much larger and broader conversation. To- <br /> date, Mr. Trudgeon noted that the "Living Smarter" logo had worked well for the <br /> HRA, but as they expanded into redevelopment and building retention and expan- <br /> sion, that message may need to change along with incorporating it within the <br /> overall City message. Mr. Trudgeon advised that there was considerable effort <br /> behind the scenes by staff city-wide in how to coordinate those communication <br /> efforts. <br /> At the request of Councilmember Laliberte, Mr. Trudgeon clarified that the HRA <br /> 2014 budget included $20,000 for ongoing advertising, but would unlikely be un- <br /> used in this budget cycle. <br /> Community Development Director Bilotta noted that the HRA was reviewing <br /> how the current welcome packet was distributed, since it was expensive to mail, <br /> and in-house department staff was capable of doing the design work on a new <br /> project. <br /> As a Councilmember but also newer member of the HRA, Councilmember Etten <br /> opined that while some communications efforts may be new, the HRA should <br /> continue to support those efforts at some level and share those costs as some lev- <br /> el. <br /> Mr. Bilotta responded that the $20,000 line item in program 82 (marketing stud- <br /> ies) for ongoing marketing and advertising, included some advertising items that <br /> the HRA continued to fund, and assured Councilmembers that the HRA continued <br /> to fund communication efforts, but addressed in the marketing category versus <br /> personnel costs, basically purchasing those services from the City of Roseville. <br /> Specific to programs #71 and #72, Councilmember Etten stated that he would <br /> have additional discussion with the HRA, but questioned the City Council on their <br /> comfort level in funding those programs, noting the significant amount being add- <br /> ed to those funds. <br />
