<br />services specific to the neighborhood and complement the mini transit hub and <br />. promenade area such as coffee shoplbakery, satellite medical and banking offices, <br />dentist, optometrist, hair salon, gift/card shop, florist, pizza parlor and dry cleaning. <br />Many of these services are those type of tenants that are left in the retail shopping <br />center and could remain once redeveloped. <br /> <br />Replicable - The proposal develops a framework to address the issues of aging retail <br />strip centers that were poorly designed for regional services with limited traffic to <br />support it. In addition, the proposal provides a mix of intergenerational users with <br />pedestrian oriented neighborhood gathering places and linkages to the existing single <br />family and multifamily units. This model can be replicated in many other first ring <br />suburban communities and will provide the framework and design features for future <br />redevelopment of the area. <br /> <br />Unique Affordable Housing Linkage - In partnership with the housing developer <br />the City will be able to identify senior tenants that will be selling their Roseville home. <br />The City will work with that homeowner and realtor to attract young families and will <br />provide a deferred loan to write down the purchase price of the home to an affordable <br />level plus provide city housing loan funds for proper renovation of the home prior to <br />occupancy. Repayment of these funds will go back to Roseville housing fund for <br />future affordable housing uses. In addition, the proposal provides an opportunity to <br />bring 10 Hollman applicants into a senior housing project. <br /> <br />Intergenerational Neighborhood Common Area - A sense of place will be <br />created by a cathedral style courtyard tucked between the retail and commercial users <br />with the transit hub integrated into the entryway. This common area will be designed <br />to provide intergenerational uses for all ages. The area will be heavily landscaped <br />with indoor vegetation and water features and will include quite nooks for small <br />gatherings and a central play area for children and perhaps a winter walking area for <br />seniors. <br /> <br />Technology Enhancement- The project area will include state of the art <br />technology to allow for the highest level of on-line service with fiber optic and digital <br />communications that can setve the aging population for in-home shopping and <br />medical service. <br /> <br />12. Linkages within the Proposed Development to <br />Adjacent Neighborhoods <br /> <br />Land Use, Pedestrian and Transit Connections. There are over 500 multifamily <br />housing units within a ~ mile radius of the Hamline Commons area.
