<br />Coalition cities; 2) Phase I urban design, housing condition, and transportation planning studies <br />and framework setting; and 3) testing of inter jurisdictional strategies such as housing inspections <br />and maintenance code adoption and enforcement. Simultaneously, several individual Coalition <br />cities have undertaken LCDA projects. <br /> <br />The North Metro 1-35W Corridor Coalition seeks support from the Metropolitan Council to bring <br />these investments into their next phase of implementation--completion of a subregional land use <br />and transportation build-out and implementation study with a transit corridor and linkage pre- <br />development component. <br />. Land Use and Transportation Build-out and Implementation Study. The process of <br />aggregating livable community demonstration projects and smart growth practices into a <br />livable region is a critical next step in implementing the Blueprint. This subr~gional study <br />would use a 20-year planning horizon to analyze newly updated comprehensive plans within <br />the context of regional and subregional trends; develop a preferred smart growth <br />development option for the subregion; and craft a s~t of policy, implementation, and <br />financing strategies for the local, subregional, and regional scales. <br />. Transit Corridor Component. The BNSF rail line with rail linkages throughout the <br />Coalition and to Hugo may be the first viable mass transit option for the subregion. Already <br />the Coalition has acted with other interested parties to enable the conversion of the rail line <br />into an alternative transportation corridor. This portion of the study would examine the <br />feasibility of an alternative transportation connection and investigate potential transit- <br />oriented land use changes along the route and linkage with other transit corridors in the <br />subregion. SITE LOCATION <br />Describe the location and size of the project area, include maps (as attachments; see Sec. <br />2 L) identifying the location and the adjacent land uses and development. Include <br />relevant excerpts from the city's comprehensive plan for the subject area. <br /> <br />The seven cities that make up the 1-35W Corridor Coalition-Arden Hills, Blaine, Circle Pines, <br />Mounds View, New Brighton, Roseville, and Shoreview-govern 83 square miles of land on <br />either side ofl-35W as it moves north out of Minneapolis. Although as a subregion the. Coalition <br />is almost equidistant to both central city downtowns, it lies at an edge of the metropolitan area <br />that is still largely undeveloped. As a result, the subregion faces two types of development <br />pressures. The pressure to redevelop and infill underutilized parcels is felt in the southern <br />portion of the Coalition that lies within heavily urbanized Ramsey County. To the north, the city <br />of Blaine is feeling the effects of accelerated metropolitan growth as it issues nearly 1,000 new <br />building permits annually. <br /> <br />2 <br />
