Concept: The study will use smart-growth principles to create a subregional network of livable
communities through phased development, redevelopment and revitalization strategies that align
land use patterns with multi-modal transportation network development and coordinate city
comprehensive plans at the subregional level.

Scope: The smart growth build-out study is a next step toward subregional redevelopment and
development into transit-oriented neighborhood comers, transportation-balanced town centers,
and mixed-use subregional activity centers. This multi-component study will involve seven
cities and seek to coordinate with other government units, nonprofit organizations and business
finns. It will assume a 20-year planning window with three- to five-year implementation
time frames. In addition to developing a preferred subregional built-out option, the study will
address land use and transportation policies and principles; public funding mechanisms,
processes, and timeframes; public-private financing mechanisms; and recommendations for a
strategically phased implementation plan.

The study will assume the subregion acts as an interrelated network of local economies, natural
resources, infrastructure systems, human development programs, and residential neighborhoods.
The elements of the subregional network will be analyzed as they relate to one another within the
context of the region. The study will seek to maximize benefit of public research funds by
conducting this pre-development activity in consultation with such studies as the S1. Croix
Valley Transportation and Land Use Study, the Transportation and Regional Growth Study, the
Transit-Oriented Development Handbook, the Transit Sector Service Study, and the Regional
Transportation and Growth Study supported by the Minnesota Department of Transportation.
Further, the Coalition will coordinate its activities with other surrounding and/or linking transit
corridors and organizations, e.g., Rush Line Corridor and North Star Corridor.

The build-out study may include and will not be limited to the tasks listed below.
. Preparation of build-out options based on current city comprehensive plans and
zoning codes.
. Assessment of land use capacities within the corridor using livable community and
$mart growth principles. .
. Expansion and refinement of the Coalition's socioeconomic data base to support
study analysis, to provide a common data baseline for city comprehensive plans, to
help ensure accurate profilesoflower income households, to provide improved data
for use in regional modeling, and to better infonn decision-making.
. Development of a subregional, multi-modal transportation model that incorporates
current smart growth principles and modeling strategies.
. Subregional market analyses of livable community development types.
. Coordinated planning and programming of multi-modal transportation projects to
create movement networks that increase mobility.
. Development of a preferred build-out option the integrates regional planning goals
with local planning needs.
. Identification of development and transportation phasing and financing strategies that
will facilitate implementation of the preferred build-out option.
. with recommended ways in which these models can be adapted for implementation
in Minnesota at the subregional scale.

9
