See text for details.
(4) Based on average patrol officer salary including benefits. Data provided by Human Resources.
(5) Refer to the Supporting Documentation Section for the calculation of Citywide nonresidential trips.

Residential costs are calculated on a per capita basis, whereas nonresidential costs are calculated
using nonresidential vehicle trips, given that this is the best indicator of nonresidential police
activity. Trip generation rates are highest for commercial developments, such as shopping
centers, and lowest for industrial developments. Refer to the Supporting Documentation section
on how total Citywide nonresidential trips are calculated.

As indicated in the table, the non-salary operating cost per capita is $9.91. This is calculated by
multiplying the non-salary operating cost, $429,745, times the percentage of police calls
associated with residential land uses, 79.2 percent. This result, $340,358, is then divided by the
current number of residents in the City, 34.334, resulting in a non-salary operating cost of $9.91.

The non-salary operating cost per nonresidential trip is $0.59. This is calculated by multiplying
the non-salary operating cost. $429,745, times the percentage of police calls associated with
nonresidential land uses, 20.8 percent. This result, $89,387, is then divided by the current
number of nonresidential average daily vehicle trips in the City, 170,457, resulting in a non-
salary operating cost of $0.53 per nonresidential trip.

The table also indicates that an additional 1,276 residents will trigger the need for a new patrol
officer. An increase in 24,057 nonresidential trips will also generate a new patrol officer. These

Page 20

Tischler & Associates. Inc.
