<br />I. BACKGROUND <br /> <br />Tischler & Associates, Inc. (T A) is under contract with the Metropolitan Council to conduct <br />fiscal impact studies of eight communities. For this assignment T A will use the case study- <br />marginal cost approach to analyze the fiscal impacts of the eight cities in the Metro area. The <br />eight cities serving as prototypes include two developing cities (Cottage Grove and Shakopee), <br />g~ng cities (Coon Rapids and Apple Valley), two fully developed cities (Rose vi lie and <br />osevi e), as well as Minneapolis and St. Paul. <br /> <br />As part of the study, two growth scenarios will be analyzed for each city. The results of the <br />analyses will help provide the Council with a better idea of the fiscal impacts associated with <br />new development in the suburban areas versus the fiscal impacts of redevelopment and <br />reinvestment in the central cities and fully developed communities. The results will also be <br />beneficial for each of the participating cities. The city-specific reports will serve as stand-alone <br />documents containing valuable information to assist with growth and finance related policy <br />decisions at the local level. <br /> <br />The study analyzes capital costs, operating costs, and revenues associated with providing public <br />services under each scenario. The first step of the case study-marginal cost approach is to <br />conduct on-site departmental interviews and review budget and other relevant documents to <br />determine current service levels and capacities, and associated costs and revenues. TlUs.LOS <br />!eport for the City of Roseville contains the cost and revenue projection assumptions used to <br />_ develop the customized FlSCALS system for the CIty. Both resi,dential and nonresidential land <br />uses will be projected. Refer to Section ill for details on the land uses and projection scenarios. <br /> <br />Once the model is complete based on the data contained in this report, it will be run, and the <br />results will be analyzed. Both a growth scenario analysis as well as a prototype analysis will be <br />conducted.
