2.0 PROJECT BACKGROUND

2.1 SuperAmerica purchased the existing 2,014 s.f. facility at Hamline Avenue and Terrace
Drive in 1975 and remodeled that gas/service station into the facility that exists today.
The current structure is surrounded by bituminous asphalt, parking, drive lanes and six
(6) gas service pumps located under the canopy/island area (east). There are grass strips
10 feet in width on both the north and west property lines and small grass areas adjacent
the four (4) ingress/egress points. Due to its age, current floor plan, site layout and
access/gas service area, Speedway SuperAmerica has decided to redevelop the site with a
new 2,867 s.f. structure and gas service island area. The site redevelopment does not
'include the gas tanks that have been recently replaced to meet current EP A standa, rds.

2.2 The lot is 150 feet in width by 173 feet in depth or 25,950 s.f. in size, and is a small but
workable redevelopment site for a gas/convenience store. Parking for a facility is required
at four (4) spaces plus one (l) space for every 150 square feet of floor space devoted to
retail sales (Section 1005.01 D2K) or 15 off-street parking spaces based on proposed
1,667 s.f. retail area. The site plan indicates 21 off-street parking spaces including eight
(8) within the gas pump island area. This is consistent with the Staff interpretation of the
Code and the Planning Commission's recommendation on the Rice Street SuperAmerica.

2.3

Code Existing Proposed PUD
Requirement Building Building Difference
Floor Area Ratio 1.0 (100%) .07 (7%) .11 (11%) NA
Front Yard Setback 30 feet 48 feet 42 feet 12 feet
Side Yard Setback 10 feet 48 feet 5 feet 5 feet
Rear Yard Setback 20 feet 26 feet 5 feet 15 feet
Canopy Setback 30/30/10 13158144 20/20/56 10 feet (front)
Parking -. 15 off-street spaces 16 off.street spaces 21 off-street spaces 6 off-street spaces
# of Driveways NA 4 2 2

2.4 The proposed architecture will be a single level (16 feet in height) brick structure,
constructed in the southwest comer of the parcel. It will be similar in design to that of the
facility constructed in Saint Paul at Snelling Avenue and Ford Parkway and of a light
colored brick similar to that of a facility constructed in Saint Paul south of Interstate 94
along Lexington Avenue (pictures attached). The redevelopment will eliminate two of the
current access points, shifting the two remaining access points to the western (on Terrace
Drive) and southern (on Hamline Avenue) portions of the site. Landscaping will be
provided in all open green areas and a sidewalk will be constructed along Hamline
Avenue. The canopy/gas service area will be relocated from the Hamline Avenue side of
the existing site to the center of the lot and offset from the intersection of Ham line
Avenue and Terrace Drive.

PF3073 - RCA (05.24-99) Page 2 of 6
