Staff, Speedway SuperAmerica and the adjacent property owner (Hamline Terrace <br />Apartments) shall investigate the potential for replacing all fencing (west and south) <br />adjacent the SuperAmerica site. The current fence is not located on the SuperAmerica <br />property, however, is damaged and could be upgraded to provide an aesthetically pleasing <br />screen from the apartment residents view. <br /> <br />3.7. Based on the proposed redevelopment of the site, it is necessary to place the proposed <br />structure five (5) feet from the south and west property lines. Added landscaping such as <br />shrubs and vines will be planted to enhance the brick wall of the structure. It is also <br />necessary to construct the canopy (overhang) 20 feet from the property line (front yard) <br />adjacent Hamline A venue and Terrace Drive. (Due to the offset angle of the canopy, the <br />actual encroachment into the front yard setback is 105 square feet Hamline Avenue) and <br />112 square feet (Terrace Drive)). <br /> <br />3.8. Off-street parking space (21) for employee, customer and gas pump parking are <br />sufficient. <br /> <br />3.9. Because this project is a reconstruction of an existing permitted use, traffic is not <br />anticipated to significantly increase along Hamline A venue or Terrace Drive. The <br />average daily traffic for Hamline Avenue is 8,500. No counts exist for Terrace Drive. <br /> <br />3.10. The existing pylon sign does not meet the sign code requirement. A ground-mounted <br />sign will replace the existing pylon sign. The proposed sign indicates a four (4) foot high <br />brick base that extends into an integral part of the overall sign and include relief and two <br />(2) brick colors. The sign has a height of 11 feet from the base and an overall height of <br />IS feet. City Code limits ground mounted signs to a maximum of eight (8) feet. The sign <br />contains 72 square feet of signage, well under the General Business District (B-3) <br />requirement of 100 square feet, and will be setback 15 feet from both the north and east <br />property lines versus the existing two (2) feet. This sign is similar to that which the <br />Planning Commission recommended be installed (8 square feet less) on the Rice Street <br />site, however, the sing was not constructed. <br /> <br />3.11. The facade of the structure includes an illuminated SuperAmerica sign (24.35 s.t), an <br />illuminated Supermom's sign (20 S.F.) and an illuminated reader board (24 s.t) for a <br />total of 44.35 square feet. The canopy proposes two identical illuminated signs, one on <br />the south and the other on the east, both 53 s.f in size for a total of 106 square feet. The <br />overall total of 150.35 square feet of facade signage is well under the General Business <br />District (B-3) requirement of200 square feet. <br /> <br />3.12. If the Concept plan is approved, the PUD would be written to allow a <br />gasoline/convenience store with the underlying zoning being Limited Retail (B-2) arid the <br />setback reductions and sign height proposed in the attached plans. <br /> <br />3.13.
