9.8 Mitigation ofImpact on Adjacent Residential Uses. All rooftop mechanical units shall be screened from view. For the purpose of this PUD screening shall consist of a wood screen extending four (4) feet above the rood deck and painted to match the earth tone facility. Outdoor and exterior storage or sales display shall be prohibited, except by conditional use permit. Sales of seasonable items within a 30 square foot area between the facilities entry and exit are permitted (Exhibit F). These include, but are not limited to soda pop/beverage, washer fluid, charcoal and wood. An ice machine, AM Express depository and Fed Ex depository are permitted within a 24 square foot area located along the southeast fa<(ade (Exhibit F). No accessory buildings shall be allowed on the site. Outdoor loudspeaker for the purpose of public safety is permitted. All other loudspeaker use prohibited. 9.9 Landscaping. Landscaping shall be installed and maintained in accordance with the approved landscape plan (Exhibit F). In general, all areas ofland not occupied by buildings, driveways, and/ or parking/loading areas shall be landscaped with vegetative material approved by the Community Development Director. Trees and large shrubs shall not be planted over existing utility lines. 9.10 Landscape Letter of Credit. Prior to the issuance of a building, grading, or excavation permit by the DEVELOPER, the DEVELOPER shall have posted, with the CITY, a landscape letter of credit or other security acceptable to the City in an amount equal to 150% of the cost of all site landscaping and site restoration, in accordance with Section 1010.14E of the City Code. The specific amount of this letter of credit or other security shall be determined by the Comm unity Development Director, following completion of plans. 9.11 Hours of Operation. The hours of operation of this Speedway SuperAmerica facility will be limited to 6:00 a.m. to 11:00 p.m. Sunday through Thursday and 6:00 a.m. to 1:00 a.m. Friday and Saturday. In the event that Speedway Super America elects to extend the hours of operation. notification shall be made to the Roseville Community Development Director indicating the date of the extension and the new hours of operation. Upon implementation and after the new hours of operation have been in effect for six months, the City shall review the change in operation for potential impacts. Staff shall provide the City Council with a report on their findings and a recommendation on how to address any impacts. The City Council shall act on the report by affirming, adjusting, or eliminating the extended hours of operation. Should the City Council approve by affIrming or adjustment, improvements to the site may include a 100% opaque board on board fence and/of a screen wall constructed of materials consistent with the building fac;:ade. 9.12 Trash Handling. Trash handling shall be in accordance with Section 1010.11 of the City Code, which requires trash collection areas to be within the building. Trash collection activities shall be restricted to 7:00 a.m. to 6:00 p.m. Monday through Saturday. 9.13 Loading Areas. Loading activities shall be restricted to 7:00 a.m. to 10:00 p.m., including store goods and motor fuel. 6
