<br />9.8 Mitigation ofImpact on Adjacent Residential Uses. All rooftop mechanical units shall be <br />screened from view. For the purpose of this PUD screening shall consist of a wood screen <br />extending four (4) feet above the rood deck and painted to match the earth tone facility. <br />Outdoor and exterior storage or sales display shall be prohibited, except by conditional use <br />permit. Sales of seasonable items within a 30 square foot area between the facilities entry and <br />exit are permitted (Exhibit F). These include, but are not limited to soda pop/beverage, <br />washer fluid, charcoal and wood. An ice machine, AM Express depository and Fed Ex <br />depository are permitted within a 24 square foot area located along the southeast fa<(ade <br />(Exhibit F). No accessory buildings shall be allowed on the site. Outdoor loudspeaker for the <br />purpose of public safety is permitted. All other loudspeaker use prohibited. <br /> <br />9.9 Landscaping. Landscaping shall be installed and maintained in accordance with the approved <br />landscape plan (Exhibit F). In general, all areas ofland not occupied by buildings, driveways, <br />and/ or parking/loading areas shall be landscaped with vegetative material approved by the <br />Community Development Director. Trees and large shrubs shall not be planted over existing <br />utility lines. <br /> <br />9.10 Landscape Letter of Credit. Prior to the issuance of a building, grading, or excavation permit <br />by the DEVELOPER, the DEVELOPER shall have posted, with the CITY, a landscape letter of <br />credit or other security acceptable to the City in an amount equal to 150% of the cost of all <br />site landscaping and site restoration, in accordance with Section 1010.14E of the City Code. <br />The specific amount of this letter of credit or other security shall be determined by the <br />Comm unity Development Director, following completion of plans. <br /> <br />9.11 Hours of Operation. The hours of operation of this Speedway SuperAmerica facility will be <br />limited to 6:00 a.m. to 11:00 p.m. Sunday through Thursday and 6:00 a.m. to 1:00 a.m. Friday <br />and Saturday. In the event that Speedway Super America elects to extend the hours of <br />operation. notification shall be made to the Roseville Community Development Director <br />indicating the date of the extension and the new hours of operation. Upon implementation <br />and after the new hours of operation have been in effect for six months, the City shall review <br />the change in operation for potential impacts. Staff shall provide the City Council with a <br />report on their findings and a recommendation on how to address any impacts. The City <br />Council shall act on the report by affirming, adjusting, or eliminating the extended hours of <br />operation. Should the City Council approve by affIrming or adjustment, improvements to the <br />site may include a 100% opaque board on board fence and/of a screen wall constructed of <br />materials consistent with the building fac;:ade. <br /> <br />9.12 Trash Handling. Trash handling shall be in accordance with Section 1010.11 of the City Code, <br />which requires trash collection areas to be within the building. Trash collection activities <br />shall be restricted to 7:00 a.m. to 6:00 p.m. Monday through Saturday. <br /> <br />9.13 Loading Areas. Loading activities shall be restricted to 7:00 a.m. to 10:00 p.m., including store <br />goods and motor fuel. <br /> <br />6 <br />
