Paragraph 1011.10.B.3.b: <br />28 <br />Coverage: Roof- or building- mounted systems, excluding building-integrated systems, shall not <br />29 <br />cover more than 80% of the south-facing or flat roof upon which the panels are mounted, and <br />30 <br />shall be set back from the roof edge by a minimum of 1 foot. <br />31 <br />Primary concerns that have been raised include the lack of definition of what constitutes a major <br />32 <br />aesthetic impact to surrounding properties and the setbacks/limitations on the amount of roof <br />33 <br />coverage. <br />34 <br />PO <br />OLICYBJECTIVE <br />35 <br />This proposal would further several policy objectives including the following: <br />36 <br />The City Council has previously expressed an interest in promoting solar installations in the <br />37 <br />City. Working with the SPPA would enable the City to promote and process more private sector <br />38 <br />solar installations than could be accomplished with the existing City staff. <br />39 <br />The City Council and HRA have repeatedly indicated support for sustainable development <br />40 <br />practices in plans such as the Comprehensive Plan, Imagine Roseville and the HRA annual work <br />41 <br />plans. <br />42 <br />Working with the SPPA would also continue the City’s past practice of seeking out partnerships <br />43 <br />with other governmental entities when it leads to more efficient delivery of services to the <br />44 <br />residents of Roseville. The SPPA has built an organizational structure and financial expertise in <br />45 <br />solar installations that can’t be easily replicated by the City of Roseville. <br />46 <br />BI <br />UDGET MPLICATIONS <br />47 <br />The SPPA does not charge the City of Roseville for any of the services it provides as part of the <br />48 <br />Joint Powers agreement but is compensated by the private sector through a fee in the financing <br />49 <br />process (i.e. adding a fractional percentage on the financed amount). <br />50 <br />There will be some staff time required to process various approvals related to imposing special <br />51 <br />assessments, but the negotiations and underlying documents will be handled by the SPPA. <br />52 <br />City of Roseville staff may expend staff time and marketing/communications resources <br />53 <br />occasionally to promote the private sector programs in the same way it would promote other <br />54 <br />economic development benefits to businesses such as periodic loan or grant programs.
