REQUEST FOR CITY COUNCIL ACTION <br />8/18/2014 <br /> Agenda Date: <br /> Agenda Item: 14.c <br />Department Approval City Manager Approval <br />Item Description: Discuss Proposed Amendments to the Zoning Ordinance for the Twin <br />Lakes Area <br />GI <br />ENERALNFORMATION <br />Applicant: Roseville Community Development Department, Planning Division <br />Project File History:This item was tabled from the July 7, 2014 meeting. <br />B <br />ACKGROUND <br />1 <br />Based on a series of discussions with the City Council and Planning Commission over <br />2 <br />approximately two years, the Planning Division prepared a series of text amendments for the <br />3 <br />July 7, 2014 City Council meeting (Attachments A & B). These proposed amendments are <br />4 <br />complex and were tabled to provide more time for discussion, ideally, in a work session context. <br />5 <br />The proposed amendments are described in the attached memo and therefore will not be repeated <br />6 <br />in this cover memo. However, since the July 7 memo was prepared in anticipation of City <br />7 <br />Council action rather than a work session format, this memo is being prepared to highlight some <br />8 <br />of the high level or policy issues that may be relevant to the work session format. The memo is <br />9 <br />also attempting to highlight items that have been raised by property owners, neighbors or City <br />10 <br />Council members since July 7 in order to facilitate the discussion. <br />11 <br />Currently, there are a number of active, large development projects in the Twin Lakes area. <br />12 <br />Some are proceeding within the guidance of the existing zoning controls and some are awaiting <br />13 <br />changes that they believe might loosen some of the design requirements. Active development <br />14 <br />projects cover a wide range of land uses including residential; retail (“big box”,“vertical mixed <br />15 <br />use” and “strip center” concepts are all proposed); office; and industrial. <br />16 <br />FJ7,2014 <br />EEDBACK SINCE ULY <br />17 <br />Interest in the Twin Lakes area has increased both from developers and the surrounding <br />18 <br />neighborhoods to the north of Twin Lakes since July 7. Some of the issues/questions/concerns <br />19 <br />that have arisen include the following: <br />20 <br />1.Terrace Drive land uses. Currently, the Terrace Drive area is guided and zoned for high <br />21 <br />density residential. However, a recent interim use permit and building improvements in <br />22 <br />recent years have been for light industrial uses. The feedback staff has informally <br />23 <br />received from this neighborhood (via unsolicited emails/phone calls) about future land <br />24 <br />uses is very mixed with a range of desired uses expressed by the neighborhood from <br />25 <br />multi-family to commercial, to mixed use, to preservation of the existing industrial. <br />26 <br />Perceived traffic impacts appears to be a key issue of concern with any changes in land <br />27 <br />use for the neighborhood north of Terrace Drive. <br />28 <br />Twin Lakes Text Amendment 081314 (3).doc <br />Page 1 of 3 <br />
