<br />" <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 09-14-98 <br />ITEM NO: C-5 <br /> <br />t Approval: Manag Approved: Agenda Section: <br />-u-- Consent <br />Item Description: APPROVAL OF FALL, 1998 YMCA GARAGE SALE <br /> <br /> <br /> <br />Background: The YMCA has requested approval of a special garage set up and sale <br />promotion permit for Wednesday, September 23rd through Sunday, September 27th, <br />1998, at 1170 W. County Road B. <br /> <br />The City Code, Section 1004.01 I, states that a normal residential garage sale may be <br />up to 3 days long, three times during anyone calendar year. The sale must be held <br />between the hours of 8:00 am and 6:00pm. For garage sales/promotions that will <br />vary from those standards, the Code requires Council approval. <br /> <br />The YMCA Sale varies in the following ways: <br /> <br />1) It is longer than 3 days of sales (Wednesday, September 23rd through Sunday, <br />September 27th). <br /> <br />2) The set-up period will begin three to six days prior to the sale. <br /> <br />3) Because of the magnitude of this garage sale promotion, a portion of the items <br />for sale will most likely be stored on the yard, not within the garage or screened <br />areas. <br /> <br />From the staff perspective, the YMCA Sale/Promotion has been so successful that it <br />has outgrown the intent of residential garage sale section of the code. It has become <br />more of a biannual sale/celebration. The purposes of the YMCA Sale/Promotion are <br />unique and valid; the location of such a community event should be reevaluated in the <br />future. There should be some method in which community organizations and the city <br />can jointly find a more appropriate location for such events. Examples might include city <br />parks, city parking lots, joint use parking lots at shopping centers, church parking lots <br />and ball fields. Such sites may have more parking, adequate pedestrian safety zones, <br />signage, visibility, sanitary systems, lighting and perhaps security. <br /> <br />No alternatives could be agreed upon that would solve problems. The organizers feel <br />they have created good will in the neighborhood and have had no neighborhood <br />complaints. <br /> <br />1 <br />
