<br />.. <br /> <br />.. <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />Department Approval: <br /> <br />Manager Approval: <br /> <br />DATE: 02/22/99 <br />ITEM NO: G-l <br />Agenda Section: <br />REPORTS <br /> <br /> <br />Lexington and B Land Use Proposed Changes (PF#3076) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 On October 12, 1998 the City Council approved a "Lex and B Charge" for both the Planning <br />Commission and the Park and Recreation Commission. The Council requested them to study <br />their respective parts of a scenario where land located at Lexington and B would be for <br />neighborhood park (Park Commission) and "park complimentary" uses (Planning <br />Commission). The Council charge to the Commissions gave some examples of uses that <br />should be examined but were not meant to be limiting. On November 17,1998, the Planning <br />Commission and the Park and Recreation Commission jointly met to discuss the issue, gather <br />some input from the neighborhood, and decide on a course of study and reporting. The <br />Planning Commission reviewed the background and provided a recommendation at their <br />January 13, 1999 meeting. The Park Commission has held neighborhood meetings on the <br />design of park improvements. <br /> <br />1.2 A second study, the developer feasibility, may be necessary to confirm and/or <br />compliment the findings and land use recommendations of the Commissions to the <br />Council for a final decision on the land uses by August/September, 1999. An RFP <br />process could be used to select a developer. (Later in tbis report staff recommends a <br />procedure.) <br /> <br />1.3 Park reconstruction could begin after the completion of the RFP and the selection of a <br />developer (in conjunction with the developer's design and construction work). At a later date, <br />hearings on an amendment to the City Comprehensive Plan, a Planned Unit development, <br />and an addition to the City Five Year Capital Improvement Program would also be required. <br /> <br />1.4 A portion of the Council's decision may be to do the reconstruction of the site in phases, <br />allowing the basic trees and turf landscaping and utility work to commence in 1999 but <br />deferring action of costly fountains, walkways/sidewalks, and complimentary buildings until <br />the City Center Task Force report and the Lex. and B developer feasibility study is complete. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 During August and September, 1998 the Council choice from a number of scenarios for <br />redevelopment of the Lex and B site.
