3. The 8 acres had been put together by city purchase of retail land (2 acres); donation
to the park system by retail property owners, church through trades and donation,
school district through donation, and previous park ownership.
4. The proposed comprehensive plan park and incidental complimentary retail and
public uses can be in hannony with the general purpose and intent of the City's
Comprehensive Plan and Title 10 of the City Code (Zoning).
5. The proposed comprehensive plan amendments will not adversely affect (in fact, may
improve!) the public health, safety, or general welfare.

4.0 ST AFF RECOMMENDATIONS

The staff recommends Council direction to select a consultant to prepare and distribute a
design and financial feasibility study RFP for developers to detennine market, design, and
acceptability of the complimentary uses. The consultant would be hired in early March to
complete the RFP by May 1, 1999. The RFP would be distributed and returned to the City
by August I, 1999. The successful RFP developer would be chosen by the City Council in
late September, 1999. The developer would then detennine design and market acceptability
of the" park complimentary" uses with a report to the City Council in January, 2000. The
developer would have the winter/spring of 1999-2000 to complete plans and solicit tenants
with construction of the" park complimentary" uses to begin as early as the summer of the
year 2000. Funding for preparation and review of the RFP will not exceed $8,000 (staff
estimated 80 hours at $1001hr.).

5.0 SUGGESTED COUNCIL ACTION:

By motion, direct the staff to incorporate the Planning Commission three step process and
"park complimentary" land use listing into the design of the park to be done by the Park and
Recreation staff and RFP consultants, noting that (future synergistic uses within the plaza
area) should be extended in the planning process until after the neighborhood park planning
and the design and the" public plaza/complimentary uses developer feasibility study" are
completed.

By motion, direct the staff to hire a consultant to prepare, distribute to deyelopers, and
review candidates for: A Request "Park Complimentary Uses" Design and Financial
Feasibility Study. Funding (up to $8,000) shall come from 1999 budgeted Community
Development Professional Services funds.

AttachmenlS Lexington Park Planning ElemenlS; Lex.
