<br />3.11 The east and north sides of the building must not have any new entrances, windows, <br />loading docks/doors, HV AC equipment, storage, or employee activities visible from the <br />adjacent residential properties. (except for emergency exits & for employee lunch and <br />break area as proposed on the revised plan dated 3/29/99). <br /> <br />3.12 A parking and loading plan with asphalt pavement, concrete curbing, and drainage plan <br />for the entire site must be submitted by the applicant for review by the City Engineer. <br />Such activities shall occur only on the south and west sides of the new additions, a <br />portion of which shall be shared by Suburban Hardware. The single parking stall <br />proposed furthest toward Lexington Avenue has been be removed in the revised site plan <br />dated 3/29/99. <br /> <br />3.13 Outdoor storage shall be prohibited. The trash container as proposed is fully enclosed on <br />the north side of the building. <br /> <br />3.14 The north side of the proposed addition shall be setback five feet from the property line. <br />A decorative fence and landscaping shall be placed along the existing driveway to screen <br />the adjacent residential property from the loading dock and driveway. <br /> <br />3.15 The east side of the proposed addition shall be setback 5 feet from the property line. <br />Landscaping shall be placed along the property to accent the rear fa~ade of the structure. <br />The proposal includes trellis architecture with vines on the east side of the building as <br />additional screening. <br /> <br />3.16 A complete landscape plan shall be submitted with all materials, sizes, and locations <br />shown. The landscape plan must be accompanied by a performance bond or letter-of- <br />credit for 150% of the value of the landscaping improvements. <br /> <br />3.17 A shared perpetual parking easement shall be completed and recorded which allows the <br />Cryogenic users and Suburban Hardware equal access to off-street parking. <br /> <br />3.18 Dedication of a 16.6 foot roadway easement to Ramsey County shall be made. In so <br />doing, the front yard setback shall for the west addition be established at the new County <br />right-of-way line or 25 feet from the existing Cryogenic structure. <br /> <br />3.19 The construction value of the project exceeds $580,000 $630,000 and a minimum of 10 <br />new jobs will be created upon completion. In addition, there has been discussion with the <br />Suburban Hardware to match the exterior front fa~ade of the buildings so that a more <br />coordinated and aesthetically pleasing design can be achieved. <br /> <br />4.0 ST AFF RECOMMENDATION <br /> <br />PF3077 - RPCA (04-14-99) - Page 5 of 6 <br />
