<br />3.8 The project, as proposed, is in harmony with the general purpose and intent of the <br />City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />3.9 The proposed project will not adversely affect the public health, safety, or general <br />welfare. <br /> <br />3.10 The project will have minimal traffic impacts on the surrounding roadways. The <br />Institute of Traffic Engineers (ITE) estimates that the national range for standard <br />office/retail uses is from 250 to 400 trips per day, for a 10,000 s.f. building. <br />However, this being a neighborhood commercial site, it is anticipated that these <br />particular office/retail uses will generate significantly fewer vehicle trips per day. <br />Staff is working with the applicant on establishing local counts. Lexington currently <br />has approximately 15,500 to 16,500 trips per day in this area, while Roselawn has <br />approximately 2,100 to 2,900 trips per day. <br /> <br />3.11 The east and north sides of the building must not have entrances, windows, loading <br />docks/doors, HVAC equipment, storage, or employee activities visible from the <br />adjacent residential properties. (except for emergency exits) <br /> <br />3.12 A parking and loading plan with asphalt pavement, concrete curbing, and drainage <br />plan for the entire site must be submitted by the applicant for review by the City <br />Engineer. Such activities shall occur only on the south and west sides of the new <br />additions, a portion of which shall be shared by Suburban Hardware. The single <br />parking stall proposed furthest toward Lexington Avenue shall be removed. <br /> <br />3.13 Outdoor storage shall be prohibited. The trash container shall be integral <br />component of the proposed addition, either enclosed or located on the interior of the <br />structure. It is also suggested that the trash container be shared with Suburban <br />Hardware. <br /> <br />3.14 The north side of the proposed addition shall be setback five feet from the property <br />line. A decorative fence and landscaping shall be placed along the existing <br />driveway to screen the adjacent residential property from the loading dock and <br />driveway. <br /> <br />3.15 The east side of the proposed addition shall be setback 3 feet from the property line. <br />Landscaping shall be placed along the property to accent the rear fa9ade of the <br />structure. <br /> <br />3.16 A complete landscape plan shall be submitted with all materials, sizes, and locations <br />shown. The landscape plan must be accompanied by a performance bond or letter- <br />of-credit for 150% of the value of the landscaping improvements. <br /> <br />3.17 A shared perpetual parking easement shall be completed and recorded which allows <br />the Cryogenic users and Suburban Hardware equal access to off-street parking. <br /> <br />PF#3077 - (03/10/99) - Page 4 of 4 <br />
