As you are aware, Ramsey County's right-of-way master plan calls for 99 feet of right-of-way <br />on Lexington Avenue-49-l/2 feet on each side of the center line, Currently, 33 feet of right-of-way <br />exists on the east side of Lexington Avenue adjacent to the Olson property. Thus, the master plan <br />anticipates the acquisition of an additional 16-1/2 feet of right-of-way from the Olson property, <br /> <br />It has been suggested that a 99 foot right-of-way for Lexington Avenue is excessive, Not so! <br />Currently, Lexington Avenue between County Road Band Roselawn Avenue carries approximately <br />16,000 vehicles per day, It is anticipated that this will increase to approximately 17,000 vehicles per <br />day by the year 2010. Typically, 16,000 vehicles per day is expected to be the maximum capacity of <br />a 3-lane roadway, Therefore, it is not unreasonable to expect that Lexington Avenue may be <br />upgraded to a four-lane roadway in the future, In order to provide left turn lanes, Lexington Avenue <br />would be effectively a five-lane roadway in the vicinity of major intersections like Roselawn <br />Avenue, <br /> <br />Over the years, there has been some interest in developing Lexington Avenue as a parkway, It has <br />been suggested that the center turn lane be retrofitted as a landscape median. This would continue <br />the parkway feel of Lexington Avenue that exists in the City of St. Paul. Including the sidewalks, <br />boulevard and landscape median, Lexington Avenue, in the City of St. Paul, utilizes a right-of-way <br />in excess of 100 feet. <br /> <br />Currently, an 8 foot pathway exists on the west side of Lexington Avenue, Roseville's recently <br />adopted pathway master plan indicates a need for multi-use pathways on both sides of Lexington <br />Avenue. Therefore, it is anticipated that a new 8-10 foot pathway will eventually be constructed <br />along the east side of Lexington Avenue. <br /> <br />Considering the above, it is reasonable to expect that Ramsey County's right-of-way requirement of <br />99 feet will be necessary in the future, When processing the Olson PUD request, it is important that <br />we accommodate the future right-of-way needs for Lexington Avenue, Ifpossible, the full 16-1/2 <br />feet of right-of-way should be acquired as part of this planning application. At a minimum, <br />improvements on the Olson property should be planned so that they do not impede future <br />improvements to Lexington Avenue, The building and parking improvements to the Olson property <br />should be placed at a minimum of 16-1/2 feet back from the existing right-of-way line to preserve <br />the public options for improvements to Lexington Avenue, <br /> <br />Please contact me at 226 if you wish to discuss this issue further, <br />
