<br />.~ <br />t~( <br />~ <br /> <br />. <br /> <br />. <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 07/12/99 <br />ITEM NO 1-2 <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 John and Lois Olson, president of Cryogenic Laboratories located at 1940-44 Lexington <br />Avenue North is requesting a grant to complete sidewalks and street tree improvements <br />as part of the Livable Communities program as part of the expansion of the business. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 <br /> <br />The City of Roseville staff has been working on the retention of Cryogenic Labs for over <br />a year as part of the Business Link Program. After a routine site visit it became apparent <br />that Cryogenic Labs needed to expand their business to accommodate existing and future <br />growth. John Olson, owner of Cryogenic Labs has three options: expand in existing space, <br />look for other sites in Roseville or move to a site that was available in St. Paul. <br /> <br />2.2 After several meetings With staff, Ramsey County and the local SBA office, Cryogenic Labs <br />decided to stay in Roseville and expand at the current location. <br /> <br />2.3 Working through the PUD process for over 6 months, Cryogenic Lab (Le.land owners Lois <br />and John Olson) was given PUD approval to renovate the existing 4,000 SF and expand the <br />building by 4,516 SF. <br /> <br />2.4 As part of the PUD process the site must comply with existing code requirements and <br />design standards of which the addition of sidewalks and street trees is required. The <br />property owner has the option of constructing the public improvements or paying into the <br />City pathway fund. <br /> <br />2.5 To continue the concept of providing better pedestrian access from the neighbo,rhoods to <br />local businesses and improving the aesthetics of Lexington Avenue as a Parkway, <br />Cryogenic Labs agreed to construct the boulevard improvements to coincide with that of <br />the Suburban True Value Hardware property to the south. <br /> <br />2.6 <br /> <br />As part of the Metropolitan Council's Livable Communities Grant, $150,000 wa,s budgeted <br />for landscape and sidewalk improvements ,in the public right of way to encourage <br />pedestrian traffic and provide an appealing buffer between the roadway and the corner <br />properties. $50,000 of the $150,000 is designated for each ofthe three corners identified <br /> <br />PF#3077 - RCA Grant Request (07/12/99) - Page 1 of 2 <br />
