REQUEST FOR CITY COUNCIL ACTION

DATE: 05/10/99
ITEM NO: J-l
Agenda Section:
LAND USE

Lois Olson request for CONCEPT approval of a Business PUD to
allow expansion the building at 1944 Lexington Avenue North.
(pF#3077).

City Manager Approval:

This request was continued by the City Council at their April 26 meeting to allow
the applicant and staff an opportunity to provide details related to landscaping on
the east side of the proposal, required parking versus the shared parking
arrangement, building mass/density, and building setbacks.

1.0 Requested Action

1.1 Lois Olson is requesting approval to expand the building at 1944 Lexington Avenue for
use as a multi-tenant facility. The proposal requires the renovation of the existing 4,000
square foot structure and two new additions totaling 4,516 square feet.

1.2 The request by Lois Olson is for a planned unit development (PUD). A PUD is a zoning
district that may include single or mixed uses, one or more lots or parcels, and is intended
to produce a more flexible, creative and efficient approach to the use of land. A PUD
affords the City the opportunity to develop a specific set of regulations for the site
including, but not limited to, building and parking setbacks, building size, shape,
materials, screening, off-street parking, landscaping, trash enclosures, and signage.

1.3 In considering proposed planned unit developments, the City considers all standards and
purposes of the Comprehensive Land Use Plan to achieve a maximum coordination
between the proposed development and the surrounding uses and historic landmarks; the
conservation of woodlands; ponding design; wetlands; and the protection of health, safety
and welfare of the community.

1.4 The process also allows the city to consider the location and compatibility of buildings,
parking areas and other features with respect to the topography of the area and existing
natural features; the efficiency, adequacy and safety of the proposed layout of internal
streets and driveways; the adequacy and location of green areas; the adequacy, location
and screening of parking areas; and such other matters as the City may find to have a
material bearing on the stated standards and objectives of the Comprehensive Land Use
Plan.

PF3077 - RCA (05-10-99) - Page 1 of 6
