We have detennined <br />that the proposl!:d plan 1s incomp1cte for Council review. I11formation needed to meet the content <br />require,mcnts for the 1998 plan updates is not included in the document submined for review. <br /> <br />To meet the content requirements, the following information is needed: <br /> <br />ForecasTs, ta.nd Use and Density -- The plan is complete for review. However, the Council would <br />welcome the opporrunity to discuss land use and density issues, illc1uding the differences between The <br />Council's 2020 forecasts and the city's forecasts, as well as the definition of density use by the city to <br />calculate its forecast. <br /> <br />Water and Wastewater --- The plan is incomplete: for formal review, The following item!; arc needed: <br />(1) The city needs to submit a copy of its local surface water management plan incorporating the Council's <br />Interim Strafegy, as the city indicated it would do by OCTober 1, 1996, as per the attached city resolution on <br />the last page of Section 8 of the new draft plan. (2) The plan needs Ii sewer map showing each connection <br />point ofthe city's sanitary sewer system to MCES interceptors. (3) The plan needs a saturated flow <br />projection for e:ach ofthc service areas represente:d by each connection point. If the sarorate,d flow for the <br />service areas cause the interceptor to reach its ca})acity, then the projected flow for the applicable service <br />areas should be given by 10-year increments sraning in the year 2000. (4 TIle sewer ma.p should show the <br />location of areas ofunmetered intercommunity flows that leave or enter the city. (5) copies of <br />intercommunity flow agreements for any of the above areas should be submined. <br /> <br />The city receives its potable water supply from the city of S1. Paul. The water supply plan we currently OD <br />file is sufficient to meet 1998 compn:htn9ive plan TC~quirements. <br /> <br />Transportation --- The document is complete for review. <br /> <br />Housing.. The document is complete for review. <br /> <br />Recreation and 0J>en Space --. The city does not include any proposed or existing regional recreation open <br />space, Roseville approved a park and open space system plan in 1996, which is updated and included in <br />the comprehensive plan. The plan element is both complete and consistent with regional policy.
