<br />Collaborative Plannina and Proarammina Efforts

<br />1. The North Metro 1-35W Corridor Coalition is comprised of seven cities who,
<br />within a joint powers agreement, have created a unique, collaborative effort to address
<br />housing, transportation, economic development, and land use issues throughout the
<br />member cities but especially along the north metro 1-35W interstate corridor, minor
<br />arterials, and community collector streets that connect the communities. The seven
<br />communities are Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton,
<br />Roseville, and Shoreview. Together the cities encompass 83 square miles, a population
<br />of over 155,000 and include 55,000 households, 4,000 businesses, and 85,000 jobs.

<br />The goal of the Coalition is to develop a subregional set of policies and strategies which
<br />improve the quality of life for residents, enhance the economic climate and sustain the
<br />environmental and recreational resources throughout the communities, consistent with
<br />the Metropolitan Council Blueprint.

<br />The initial focus of the Coalition is to create a comprehensive and uniform database
<br />and geographic information system (GIS) related to land use, socia-demographics,
<br />housing, transportation. The Coalition will identify opportunities where the communities
<br />working together can formulate and implement programs to address mutual concerns.
<br />Examples of such activities include combined efforts to coordinate land use issues
<br />along community borders, promote economic development, address housing
<br />maintenance, improve transportation, and promote increased transit. The Coalition is
<br />also reaching out to involve other community entities such as school districts and
<br />counties, to participate in specific programs which impact their interests as well as the
<br />Coalition's.

<br />As part of the 1998 mandatory planning program, the Coalition will furnish data base
<br />and GIS information for use (and comparison) by each city during preparation of 1998
<br />plan amendments. By the end of 1998, information on existing land use, future land
<br />use, zoning, population and housing census, and transportation issues analysis will be
<br />completed by the Coalition.

<br />In time for the five year update (2003) of the city plans, the Coalition will have
<br />completed and annually updated policies and strategies on existing land use, future
<br />land use, zoning, environmental and recreation connections, population and housing
<br />census, transportation issues analysis and capacity studies, an economic development
<br />profile of employers, labor shed analysis, and contamination clean up. These analysis,
<br />policies and strategies will be compared and coordinated with Metropolitan Council and
<br />State projections and plans for expansion and redevelopment of regional infrastructure.
