Collaborative Plannina and Proarammina Efforts

1. The North Metro 1-35W Corridor Coalition is comprised of seven cities who,
within a joint powers agreement, have created a unique, collaborative effort to address
housing, transportation, economic development, and land use issues throughout the
member cities but especially along the north metro 1-35W interstate corridor, minor
arterials, and community collector streets that connect the communities. The seven
communities are Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton,
Roseville, and Shoreview. Together the cities encompass 83 square miles, a population
of over 155,000 and include 55,000 households, 4,000 businesses, and 85,000 jobs.

The goal of the Coalition is to develop a subregional set of policies and strategies which
improve the quality of life for residents, enhance the economic climate and sustain the
environmental and recreational resources throughout the communities, consistent with
the Metropolitan Council Blueprint.

The initial focus of the Coalition is to create a comprehensive and uniform database
and geographic information system (GIS) related to land use, socia-demographics,
housing, transportation. The Coalition will identify opportunities where the communities
working together can formulate and implement programs to address mutual concerns.
Examples of such activities include combined efforts to coordinate land use issues
along community borders, promote economic development, address housing
maintenance, improve transportation, and promote increased transit. The Coalition is
also reaching out to involve other community entities such as school districts and
counties, to participate in specific programs which impact their interests as well as the
Coalition's.

As part of the 1998 mandatory planning program, the Coalition will furnish data base
and GIS information for use (and comparison) by each city during preparation of 1998
plan amendments. By the end of 1998, information on existing land use, future land
use, zoning, population and housing census, and transportation issues analysis will be
completed by the Coalition.

In time for the five year update (2003) of the city plans, the Coalition will have
completed and annually updated policies and strategies on existing land use, future
land use, zoning, environmental and recreation connections, population and housing
census, transportation issues analysis and capacity studies, an economic development
profile of employers, labor shed analysis, and contamination clean up. These analysis,
policies and strategies will be compared and coordinated with Metropolitan Council and
State projections and plans for expansion and redevelopment of regional infrastructure.

Q:\NORTHM-1 \l35WPLANWPD
