Is there a checklist for completeness? <br />- State law? <br />- Handbook? <br />- Submittal form? <br />I have been informed it is the submittal form (attached) by Guy Peterson (not in <br />'Writing), however the reviewing staffuses the Handbook and does not yet <br />distinguish between items of "regional" significance or not. The submission form <br />is the one document that specifically deals with regional systems. <br /> <br />2. Are the Council forecasts still "policy-based"? <br />- Page 47 of the Regional Blueprint states, "These forecasts will serve as an <br />initial target to challenge cities in the MUSA to accommodate more <br />development, but they will need to be refined to reflect the individual factors <br />affecting land use and development in each community." <br />- How are they being used in plan review? How important are they? <br /> <br />3. How do we deal with discrepancies between the Blueprint and the Handbook? <br />- For example, the "policy" of 3 units per acre density is not found in the <br />Blueprint, the official policy guide, but is found in the Handbook. The main <br />issue here is that the StafflCouncil do not all interpret 3 units per acre the same. <br />Mike Munson says the'3- units per acre policy was region-wide. and the <br />forecasts were adjusted on a community-by-community basis to achieve the <br />overall, r.egional density. Some Staff and some Council Members think. every <br />community must have a single family density of 3 units per acre. <br /> <br />4. What items can they ask for (legally)? <br />. Such items as agreements between communities, development agreements, <br />PUDs, and the like are often asked for, and although public documents, how far <br />does a city have to go in providing information to get the Plan reviewed? <br />.
