Request for Planning Commission Action Date: 12/09/98 Item No: 6(C) Department Approval: Manager Approval: Agenda Section: ~ Public Hearings Item Description: Adoption of Annual (1998) Comprehensive Plan Revisions (Pf3082) 1.0 Background 1.1 Each year in December/January the Roseville Planning Commission and City Council affirm the Comprehensive Plan changes that have occurred during the previous year. (The Comprehensive Plan was rewritten and adopted in September 1994.) During the year, public hearings are held on all plan changes before they are approved by the Commission and Council. Most amendments (see examples below) are then sent to the Metropolitan Council for their review, comment, and approval. 1.2 In order to keep track of amendments to the Plan, the Planning Commission has, annually, scheduled the affirmation of the changes and inclusion of the changes on an addenda sheet in the front of the plan. This has been a unique year, in that the Commission and Council completed its plan affirmation stage in January, and now will resubmit the Plan (with updated statistics and/or rewritten text) in late 1998 for the Metro Area Mandatory Plan Review by the Metropolitan Council. No goals or policies have changed. 2.0 COMPREHENSIVE PLAN REVISIONS - A chart of the entire plan, sections, and appendices is now incorporated in the front of the Plan. 2.1 Demographics (Section 2) - The demographic profile has been updated where statistics are available. 2.2 Existing Land Use Map(Section 4) - Illustrates existing land uses, including a spreadsheet breakdown of each designation by area and percent of total City land area. 2.3 Comprehensive Plan Future Land Use Map (Section 4) - Illustrates all future land use designations based on City approvals to December 14, 1998, including a spreadsheet breakdown of each designation by area and percent of total city land area.
