<br />Recreation Open Space -- Phyllis Hanson, 602-1566 <br />This section addresses issues regarding the impact of the plan on parks and other open space. A review <br />of the plan indicates the following: <br /> <br />The 1994 plan update does not indicate the impact of City parks and open space to federal, state or <br />regional parks, park reserves or trails. <br /> <br />Water Resources Management -- James Larsen, 602-1159 <br />This section addresses issues regarding the impact of the plan on (1) water supply, (2) wastewater and (3) <br />water quality. A review of the plan indicates the following: <br /> <br />Staff considers the 1994 plan update to be incomplete, needing additional information to be submitted, <br />including a Tier 1 comprehensive sewer plan with now projections through 2020, and a copy of the <br />city's surface water management plan incorporating Interim Strategy criteria in its land use controls as <br />outline in City Resolution No. 9219, adopted September 11, 1995 (attached), <br /> <br />Sanitary Sewers. The 1994 plan document does not contain a sanitary sewer element. The city's plan <br />update needs to include a Tier I Sanitary Sewer Element which responds to a]] of the specific points <br />contained in the Council's May 1997 Local Planning Handbook from the bottom of page 4,7 through the <br />middle of page 4.8 (i,e., items 1-5 under Requirements for Areas Not Served by the Regional System), <br />The information in the document is inadequate to meet Tier 1 requirements as submitted. rendering the <br />submission incomplete. <br /> <br />Surface Water Management. It is staffs understandmg that the city has prepared a local surface water <br />management plan (SWMP). Counci] staff requests that the city submit a copy of its SWMP for review <br />and comment, since it is now a required component of the overall comprehensive plan. Language should <br />incorporate the Council's Interim Strategy (as per the attached city resolution) either as an addendum to <br />the SWMP, or incorporated into its text. <br /> <br />Water Supply. The city has completed a water supply plan meeting Council requirements. No <br />supplementaf information will be necessary unless the city increases its growth projections, requiring <br />additional water supply facilities not contained in the current plan, <br /> <br />This concludes the Council informal review.
