No changes to the Plan's goals, policies, and policy plans are <br />anticipated. When changes had been proposed in the past, Roseville staff have met with you. or your <br />staff to explain. <br /> <br />As you know the City did completely update its Comprehensive Plan in September of 1994. A copy of that <br />document was sent to your community for review and comment. Since that date the City has made a <br />commitment to keep the plan current in two ways: first, during the year, hearings and decisions are made <br />on each project which may require changes in Comprehensive Plan designations; second, the City annually <br />holds hearings in November and December seeking public input regarding the Plan. In January, the <br />Planning Commission and City Council annually adopt an affirmation resolution of the changes from the <br />previous year and include them in the official document and change the official maps. <br /> <br />A history of these affirmed changes is included in the Comprehensive Plan Amendments Chart at the front <br />of Book I. Like most communities, when Roseville adopted its 1994 plan, it set forth a series of <br />implementation strategies (primarily neighborhood master planning) for the coming years, now located in <br />Book 2. <br /> <br />An informal Metropolitan Council staff review of the Roseville plan was done in May, 1998. Forecasts of <br />Year 2020 population, housing, employment, T AZs, sanitary sewer projections, and an interim strategy for <br />surface water management were requested <br /> <br />This year, because of the mandatory plan review, the City of Roseville will submit 2 volumes to the <br />Metropolitan Council. Book I is the Comprehensive Plan Goals and Policies and Maps. Book I also <br />includes a summary of the implementation strategies for each section. Book 2 is the compilation of the <br />implementation strategies and other supporting programs and documents. <br /> <br />A summary of the changes since 1994 is attached. In addition, the background topics to be included in <br />Book 2 are also included.
