<br />D. Narmtive of application for conditional use permit to operate a childcare facility in commercially zoned <br />property of the Lexington Plaza Shopping Center. <br /> <br />Adjoining sites 1085 and 1744- of the Lexington Plaza Shopping Center are proposed for location of a <br />Spanish Language instruction childcare center, tentatively to be called "Mundo Nuevo Child Care". The <br />center will meet or exceed all requirements of the state, county, and City of Roseville for operation of a <br />licensed cbildcare facility. In addition it will provide toddler and pre-school age children with continuous <br />exposure to the Spanish Janguage in order to allow the children to develop foreign Janguage aptitude at an <br />early age. The facility will be licensed for care of infants, toddlers, and pre-school aged children. <br /> <br />The entrance to the center will be on Dionne Street in site 1085 on the accompanying site map. With one <br />exception (detailed below in the following paragraph), all constmction is to be done in the existing interior <br />of the proposed sites. There is no expectation of significantly increased traffic, noise or pollution while the <br />interior is being refurbished to state, county, and city childcare facility standards. <br /> <br />On the sidewalk facing Dionne Street and abutting site 1085, a small, private, outdoor playground, fenced <br />and equipped with a high-quality climbing-bar set, will be constrocted. The sidewalk is the property of the <br />Lexington Plaza Shopping Center. The small, enclosed playground will have no impact on drainage, <br />traffic, or noise in the surrounding neighborhood, and it will allow pedestrian traffic to pass. <br /> <br />The chi1dcare center will be licensed for approximately 50 children. Most of the children will be dropped <br />off at the center between 6:00 and 9:00 a.m. Pick-up times are expected be heaviest between four and six <br />P'm. The parking area facing Dionne Street as well in the lot facing Lexington Avenue will provide ample <br />space to cover this traffic. The traffic should have no impact on local streets. <br /> <br />The facility, if granted a conditional use permit, should generate no increase in drainage, noise, light, waste, <br />or traffic. <br /> <br />- see accompanying site maps <br /> <br />/ <br />
