(PF3092). <br /> <br />1.0 Requested Action <br /> <br />Manager Approved: <br /> <br />Department Approval: <br /> <br />1.1 Ric Cox is requesting the vacation of a portion of County Road" D" just east of Fairview <br />A venue North for the facilitation of renovating the existing 1,000 square foot building into <br />a 4,000 to 5,000 square foot office building. <br /> <br />2.0 Background <br /> <br />2.1 In January of 1999, the Roseville City Council approved the concept plan by Mr. Cox to <br />create a Planned Unit Development that would allow the renovation of the existing facility <br />into a new office building. The proposal intends to utilize Cornerstone concepts by bringing <br />the building closer to the street and providing parking to the rear and screening the parking <br />area from adjacent residential uses. <br /> <br />2.2 The concept Planned Unit Development indicated an interest in vacating 12 feet of the <br />County Road "D" right-of-way. However, after review and consideration by the Roseville <br />Engineering Department, only 7-1/2 feet of County Road "D" can be vacated due to existing <br />utilities. <br /> <br />2.3 Section 1013.04 outlines the procedures for vacating streets, alleys, and easements. A public <br />hearing is required. The Planning Commission holds the public hearing and recommends <br />a vacation action to the City Council. <br /> <br />3.0 Staff Comment <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />It appears that the proposal vacating 7-112 feet of County Road "D" right-of-way addresses <br />the concerns of Arden Hills regarding existing utilities and street configuration, as well as <br />those of the Roseville Engineering Department regarding the existing sanitary sewer. <br />Further, it is necessary to remove the northerly portion of the building that includes the <br />stairwell and the basement, in order to place the remaining portion of the building entirely <br />on private property.
