MEMO

Date:

January 4, 1999

From:

Dennis Welsch, Community Development

Debra Bloom. Engineering ~

To:

RE:

Amended PUD Expansion of Country Inn & Suites! Removal of Benjamin's
2905 Snelling Ave North

We have had an opportunity to review the PUD amendment plans for the expansion of the Country Inn & Suites at
2905 Snelling Ave. N. We would like to work with you on making this project the best proposal possible and have the
following engineering related comments. Since the question about the storm sewer design could impact Ihe
proposed site plan, it is difficult for engineering to make a positive recommendation for this proposed rezoning unt il
it is addressed.

Site Plan
1. In 1993 SEH prepared a Feasibility report for the Lincoln Drive Extension from Terrace Drive to Lydia r\venue,
This report had the follmving to say about the configuration of County Road C-2 between Lincoln Drive and
Snelling: "Left turns onto County Road C-2 from either the fyontage road or Benjamin's Restaurant wil! he
pennitted until such time as they create operational problems. The interim left turn lane and median opening
\vill remain in place until traffic volumes require two left turn lanes at Snel!ing Avenue. At that. t.ime the island
will be removed and a permanent island and lane arrangement \vill be inst.alled." The new island configuratiun
will close the median and make this site's access onto County Road C-2 a right- in! right- out:. There is nu
programmed date for this median closure.
2. The site plan shows that you are moving the driveway onto C- 2 approximately 20 feet to the north. The existing
drive is already at the minimum access spacing from Snelling. In looking at existing conditions for this site, we
discovered that this driveway is already out of alignment with the median opening and the Room & Buard drive
across the street. By shifting it to the north you create additional conflict points for exiting cars. Even though
this median will be closed in the future, it is important in the interim that the configuration be designed tu
minimize conflicts on the roadway. Please reevaluate the site plan and leave the driveway where it is today.

Gradine: Plan
1. Permits are required for all work within the Ramsey County right- 01'- way. Please make a note on the plans
regarding the contractor's responsibility to obtain these permits.

Utility Plan
1. Additional information on the storm sewer design should be provided. [t appears that the site impervious will
be increased by the building addition. We do not believe that the existing pond is adequately sized to handle the
additional runoff from this site. Please provide ponding calculations on the increase in runoff from your si te and
how that impacts the storage volumes of the pond across Lincoln Drive.

Erosion Control Plan
1. A detailed erosion control plan should be provided. A washed rock construction entrance should be installed at
construction street accesses. Tracking onto public streets should be held to a minimum with notes on street.
sweeping included on the plan.

I look forward to working with you on this proposed development.
