<br />Craig Christensen, 2485 Wheeler North, stated the fence one foot from the right-of-way would create snow storage area. <br />How will the transit corridor along Snelling be protected. Could the applicant add more display along the southwest? The <br />fences are ok, but should be painted. If the Oakcrest at Fairview intersection is approved, MnDot will consider closing the <br />Snelling median. The winter "non-use" period has little impact. <br /> <br />George Lindgren, 1728 Oakcrest Avenue. asked about deliveries; should use Snelling, and only during the workday. Traffic <br />is a concern; with 250-500 trips, nothing has been planned for the redevelopment on the properties north of Oak crest. The <br />heavy traffic creates turning movement and entry delays. <br /> <br />Chair Rhody closed the hearing. <br /> <br />Motion: Member Klausing moved, seconded by Member Wilke, to recommend approval of the Lyndale Garden Center <br />and Capital City Investments LLP request for a conditional use permit to allow construction of an outdoor <br />display/sales/and storage area of 14,000 sJ.; 225 lineal feet of display trellis and approval of a two foot height variance for a <br />security and safety fence with the fence setback of one foot from all right-of-way lines, based on the findings in Section 3 <br />and with the conditions listed in Section 4 of the Request for Planning Commission Action dated February 10. 1999, and <br />that product display be allowed up to the fence line. <br /> <br />Member Cunningham asked for dimensions of the Snelling frontage road. Deb Bloom estimated the width to be 20 to 24 <br />feet in width, and needs storage behind the curb. <br /> <br />Member Klausing said he was concerned about traffic but that there was no control over the traffic and not the forum for <br />this. The snow piles are the responsibility of the owner. I-Ie said the unique display of plants would not set a precedent. <br /> <br />Chair Rhody said the project is an improvement to Snelling Avenue and will support it. <br /> <br />Member Wilke asked that the light rail corridor be explored. He will support the proposal. <br /> <br />Member Cunningham stated that the three Lyndale Garden Centers have historical traffic records for the most <br />comparable (New Hope). <br /> <br />Motion carried 6-0. <br />Ayes: Mulder.
