<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />Date: 02/10/99 <br />Item No: 6c <br /> <br />Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Lutheran Church of the Resurrection, 910 County Road D, Roseville, is <br />requesting a variance for a second free standing monument church sign to <br />be located on the County Road "D" side of the Church property. (PF3097) <br /> <br />1.0 Requested Action <br /> <br />1.1 The Lutheran Church of the Resurrection, 910 County Road D, has submitted an <br />application for a variance from the zoning code to allow a second non-illuminated 8' x 4' <br />free standing monument sign identifying the Church on the northwest portion of their <br />property at 910 County Road D. The Church has indicated they are requesting the variance <br />to more readily identify their site. <br /> <br />2.0 Background <br /> <br />2.1 The Church is located in an R-1 Single Family residential zone and as such is permitted, <br />in accordance with Section 1009.04(B) of the City Code, is allowed one sign no greater than <br />fifty (50) square feet in gross surface area. <br /> <br />2.2 Minnesota Statutes 462.357 provide variance requirements which the City has adopted in <br />City Code Section 1013.02. The applicant is required to provide the burden of proof that a <br />variance from the existing code is necessary. The applicant must demonstrate a unique <br />physical hardship on the site; that no practical alternative exists to resolve the issue; that the <br />variance request is not based solely on economic reasons; and that the need for the variance <br />was not created by the applicant. <br /> <br />2.3 One Church sign is currently located at the northeast corner of the site. The sign setback <br />from property lines should be 15 feet (it is unclear from the drawing whether the existing <br />sign meets these requirements). A second sign on the site is located at the southeast edge <br />ofthe building. It identifies school activities within the Church facility. <br /> <br />3.0 Staff Comment And Findings <br /> <br />3.1 From a photographic and on-site review of sign visibility, it is clear that the Church does <br />maintain a clear line of site along the frontages on both County Road "D" and Victoria.
