<br />EXTRACT OF MINUTES OF MEETING
<br />OF CITY COUNCIL
<br />CITY OF ROSEVILLE
<br />RAMSEY COUNTY, MINNESOTA
<br />
<br />Pursuant to due call and notice thereof, a regular meeting ofthe City Council of the City of Roseville,
<br />Minnesota, was duly held in the City Hall at 2660 Civic Center Drive, Roseville, Minnesota, on
<br />Monday, the 29th day of April, 2002, at 6:30 o'clock p.m.
<br />
<br />The following members were present: Klausing, Kough, Maschka and Schroeder and the following
<br />members were absent: Kysylyczyn.
<br />
<br />Councilmember Maschka introduced the following resolution and moved its adoption:
<br />
<br />RESOLUTION NO. 9989

<br />RESOLUTION REJECTING BIDS
<br />FOR 2002 PMP CONTRACT B
<br />
<br />Whereas, pursuant to advertisement for bids for the improvement, according to the plans and
<br />specifications thereof on file in the office of the Manager of said City, said bids were received on
<br />Wednesday, April 17, 2002, at 11 :00 a.m., opened and tabulated according to law and the following
<br />bids were received complying with the advertisement:

<br />Tower Asphalt $ 647,716.46
<br />Bituminous Roadways, Inc. $ 651,353.60
<br />T.A. Schifsky & Sons, Inc. $ 662,064.63
<br />Hardrives, Inc. $ 673,497.32
<br />North Valley, Inc. $ 699,376.64
<br />
<br />WHEREAS, Tower Asphalt was the lowest bidder, but upon careful review of all of the bids
<br />submitted, we discovered that this bid did not meet the requirements of the Contract; and
<br />
<br />WHEREAS, Bituminous Roadways was the second lowest bidder, but they failed to include the
<br />signature page from the bid proposal form with their sealed bid; and
<br />
<br />WHEREAS, upon consulting with the City Attorney about these irregularities, we were advised that
<br />since the two lowest bidders do not meet the requirements of the Contract, it is in the best interest of
<br />the City to re-bid the entire project.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, Minnesota:

<br />The City Manager shall prepare and cause to be inserted in the Rosevi/le Review, the official
<br />newspaper, and in the Construction Bulletin, an advertisement for bids. The advertisement for bids for
<br />this project shall be published as required by law, shall specify the work to be done, shall call the bids
<br />on the basis of cash payment for such work, shall state that the bids will be received by the City
<br />Manager and Public Works Director as follows:
