.. 1

City of Rosevi/Je
Community Development Department

Memo
Jan 2, 1998

TO:

Steve Sarkozy, City Manager
Dennis Welsch, Com. Development Director (490-2232~./
~egional Housing Idea Book

FROM:

RE:

Our staff has been working with the first ring suburbs to prepare a book describing the
opportunities for housing in the first ring. This has really proved to be a major project
and something that needs to be done by a consultant outside of any city structure -
none of us have the internal time or staff! The consultants selected by the cities to
contract with are Robert Gerloff, the architect and Kristi Johnson who wrote the
Longfellow Bungalow Design Book which received wide spread acclaim. The Fridley
HRA will act as the financial agent. Each city, approximately 12. would agree to pay its
prorated share of the cost to Fridley. The cost of production of this book to Roseville -
from our housing fund- is anticipated to be $5,000 or less depending upon whether
banks and realtors become additional sponsors.

Roseville has been a member of this work group to publish a book of home ideas from
the initial idea - staff has found that we could not do an adequate job with only the
Roseville examples. Further, the book will sell the idea of living in the first ring, citing
proximity, schools, churches, parks, recreation and cultural events in place. affordable
and flexible housing, and shopping nearby.

This publication has been part of our Rambler Redesign Program and budget (shown
as publicity and video), but here we will get more design ideas from all over the first ring
for the same or fewer dollars.

Direction Requested:

Does the City Council, (or the CouncillRoseville HRA) have to approve this program
and expenditure, using funds set aside in the Roseville Housing Fund? If so, when?

Are there other legal issues that should be discussed prior to requesting Councii/HRA
approval? Would the Council prefer to discuss this with the City Attorney before taking
any further action? Could this be done at the next work session?

C:\WPWIN60\WPDOCS\CMANAGER\DESIGN-B.MEM

o(b
\eY
A~. ftJCL 1.'
