City of Roseville
Community Development Department

Memo
Feb 18,1998

TO:

Steve Sarkozy, City Manager

FROM:

Dennis Welsch, ~\ 1 if"
Community Development Director (490-2232)~

RE:

Participation in multi-city suburban housing book

Attached please find the following document that require the City
Manager's signature. The document is a letter of understanding which
specifies the responsibilities of the City of Fridley HRA and the City of
Roseville's agreement to pay $5,000 to Fridley HRA for the contractual and
administrative services necessary to produce the book. The Roseville City
Council previously formally approved this action at their January 26, 1998.

I have reviewed this Letter of Understanding with City Attorney Mitch
Converse (223-4999), who suggests that the document can be signed
subject to either striking or revising paragraph # 3, in which the cities agree
to defend and hold harmless the Fridley HRA "...from an act or omission of
the Fridley HRA...". The revision to this phrase should protect the cities
from the HRA's own negligence.

A number of the participating cities have made the same or similar changes
and Barbara Dacy and Bill Burns will take this revisions to the HRA Board
this week.

I have also prepared a P.O. for the $5,000 and asked the City of Roseville
Finance Department to prepare and send the check directly to the Fridley
HRA.

Please return the signed originals to me. I will see that they get forwarded
to Barbara Dacy at the City of Fridley. Thank You.

Attachments: Letter of Agreement
M:\LIV-COM\DES-BOOK.MEM

1

~
c:} .\,~1 ~
