Department Approval:

~I ..
tem Description:

REQUEST FOR CITY COUNCIL ACTION
DATE: 01/26/98
ITEM NO: K-3

Agenda Section:
Reports

Regional Housing Idea Book Program

Manager Approval:
~

1.0 Background:

1.1 Our staff has been working with the first ring suburbs to prepare a book describing the
opportunities for housing (and life style) in thr first ring suburbs. This has really proved to be
a major project and something that need.!<.tp be done by a consultant outside of the city
structure - none of the city staffs have the internal time to complete or manage this work.

1.2 The consultants selected by the cities to contract with are Robert Gerloff, the architect
and Kristi Johnson who wrote the Longfellow Bungalow Design Book which received wide
spread acclaim. The Fridley HRA will act as the financial agent. Each city, approximately 12,
agrees to pay its prorated share of the cost to Fridley. The cost of production of this book
to Roseville - from our housing fund - is anticipated to be $5,000 or less depending upon
whether banks and realtors become additional sponsors. Funds were previously sought from
the Livable Communities Program Demonstration Program. No action was taken on this.

1.3 Initial funding will come from the City Housing Fund. The City cost may be repaid in
a number of methods such by banks, realty agencies, over-the-counter sales, and building
materials sponsors. The retail price of this book will be set collectively by the communities
after all costs are accounted for, but the price will remain low enough to be accessible by
most current and potential home owners. Estimates are that the book will cost less than
$10.00 if no sponsors are found.

1.4 Roseville has been a member of this work group to publish a book of home ideas
from the initial concept - staff has found that we could not do an adequate job with only
Roseville examples. The book will sell the idea of living in the first ring, citing proximity
schools, churches, streets with trees, parks, recreation and cultural events in piace, affordable
and flexible housing, and nearby shopping.

1

\' ~\;j <\'b
