<br />Ms. Debra Bloom <br />February 19, 1999 <br />Page 3 <br /> <br />We would suggest that the applicant provide a concept for parking for both the theater and Cub <br />Foods as well as demonstrating what is left for the other tenants in the Har Mar Mall especially for <br />special events. Both Cub Foods and the theater should have some information relative to customers <br />and indirectly to parking demands. We do have some information and could collect additional <br />information to make the analysis if desired. <br /> <br />As indicated earlier, approximately 20 percent of the Cub Foods traffic will use the aisle on the east <br />side of the Bar Mar center to reach County Road B. Thirty-five percent will use the west aisle and <br />the Snelling Avenue intersection to the travel to the south. The remaining 45 percent will probably <br />use the Har Mar access to Snelling A venue traveling to the north. Some of this traffic could try to <br />utilize the east aisle and the County Road B intersection with the Har Mar entrance (State Farm <br />Road). The reconfiguration of the building to fit the Cub Foods design and docking requirements <br />will eliminate the service drive on the east side of the building. Instead, traffic traveling on the east <br />side of the building will drive through an existing parking aisle which will be much less desirable <br />than following the previously constructed roadway. This traffic will also have to cut through the <br />parking lot or follow the roadway immediately adjacent to the building to reach the State Farm road <br />traffic signal intersection on County Road B. This will require some changes to the channelizing <br />islands at the east edge of the Har Mar center. The applicant should provide a design for this travel <br />route. <br /> <br />There is also some concern over the high volume of traffic coming from Cub Foods in the evening <br />hours traveling past the front entrance to the theaters. This will put a considerable amount of traffic <br />at the intersection of the north-south aisle on the west side of Har Mar Mall with the entrance road <br />which leads to the Cub Foods site. With additional conflicts coming from parking aisles for the <br />Ground Round, the additional Cub Foods traffic at the prime business times for both the Ground <br />Round and the theater will add to the congestion in the entrance road. <br /> <br />A final concern is the loading docks and the routes which trucks must use to reach the dock area. <br />The docks are on the east side of the proposed Cub Foods building and trucks will have to travel past <br />the eas[ face of the Har Mar Mall ill traveling to or from the dock area. While physically the <br />movements can be made, this puts all of the truck traffic in front of the doors used by pedestrians <br />who park on the east side of the buildings. The turns to be made at the comers in the driveway will <br />also be somewhat tight although they should encounter little traffic near the south end of the east <br />parking lot. The trucks will also have to maneuver in the front of the Cub Foods building to reach <br />the south facing docks. With 20 percent of the Cub traffic using the east aisle to reach County <br />Road B, the trucks and this traffic will also be in conflict. <br /> <br />It appears that the trucks traveling to or from the east docks will also have to travel on the entrance <br />road to or from Snelling A venue. There is an opportunity for them to use the road around the outside <br />of the Cub Foods parking lot and the west parking aisle as opposed to traveling in front of the front <br />door of the Cub Foods building. However, virtually every truck traveling to Cub Foods and using <br />the dock will have to use the Snelling A venue access point either entering or exiting. This will again <br />add to the congestion along this roadway. <br />
