While the percent increase on Snelling A venue or <br />County Road B is small, there will be additional turning movements at the key intersections creating <br />some potential for reduction in level of service. It will not be severe and will not create an intolerable <br />situation. The parking for the Cub Foods store will probably be in conflict with that of other <br />developments within the Mall. While the numbers can be tabulated to show that there is a surplus, the <br />location of the spaces will still be of primary concern. We believe that either the developer, the Mall <br />management or the City should provide an overall parking layout for the center and show on it the uses <br />and demands to be made by the various stores, theaters, and Mall shows. <br /> <br />The changes in traffic circulation as shown on the Benshoof report should result in adequate and <br />significantly improved patterns for traffic. There will be a resultant loss in parking spaces which needs <br />to be placed into the overall parking supply and demand calculation.
