<br />oJ <br /> <br />~ <br /> <br />00 <br /> <br />BRADLEY <br /> <br />Real Estate <br /> <br />A Message About: <br />Cub Foods at the Har Mar Mall <br /> <br />· Some of our neighbors have expressed concerns about a <br />Cub Foods store in the former Har Mar Mall Home Place <br />location. We at Bradley Real Estate, the owners of the Har <br />Mar Mall, have listened to those concerns. Working together <br />with the local Cub owner, we have spent the last four months <br />trying to reconcile competing needs and concerns of several <br />groups affected by the plan: residents close to the Mall, the <br />City of Roseville, Har Mar customers and tenants and the <br />many Roseville area residents who would benefit from a new, <br />locally-owned Cub Foods store. <br /> <br />Here are our answers to the various questions raised by some <br />residents and the City of Roseville, and our genuine good faith <br />effort to address the concerns expressed. Bradley and Cub <br />Foods stand behind these statements. <br /> <br />No Access To Har Mar <br />From Residential Streets - Ever <br /> <br />. Bradley Real Estate will voluntarily place a restriction on <br />its title to the Har Mar property, binding all future owners and <br />enforceable by the City, forbidding any vehicular access to <br />Har Mar from Ryan Avenue or any of the residential streets <br />bofderii'ig Ho....M'arto-fh-e -east"' . <br /> <br />No Noticeable Increase In Traffic <br /> <br />. Based upon actual traffic counts, the amount of increased <br />automobile traffic on Snelling Avenue and County Road B <br />due to the Cub Foods store will be insignificant (2-3%) <br />. "No Access to Shopping Center" signs will continue to be <br />posted on east/west residential streets at Hamline and <br />north/south streets at Roselawn <br />. Based upon its actual experience, Cub anticipates 24 truck <br />deliveries per day on weekend days (including approximately <br />6 Supervalu semi-trucks) and 19 truck deliveries per day on <br />weekdays (including 5 Supervalu semi-trucks) <br />· All truck traffic will be routed to enter Har Mar from County <br />Road B and exit on Snelling Avenue <br /> <br />Noise Will Be Minimized <br /> <br />. Noise levels will not exceed state standards at any hour <br />of any day <br />. No Cub truck deliveries between 11 p.m. and 5 a.m. <br />. Between 5 a.m. and 7 a.m., truck traffic will circulate on <br />a route close to Cub's building, far away from the south <br />side perimeter <br />. Cub's dock area and trash compactors will be fully enclosed <br />to reduce noise <br />. Cub expects relatively few customer transoctions between <br />12 a.m. and 6 a.m. (Woodbury's Cub averaged less than <br />15 transactions per hour on a Saturday) <br /> <br />. Cub's HVAC equipment will be screened by a parapet and <br />operated at lower fan speeds to further reduce noise <br /> <br />Storm water Drainage Will Be Improved <br /> <br />· The grading and stormwater management plan was <br />approved by the Rice Creek Watershed District on <br />May 26, 1999 <br />. Shryer Avenue stormwater overflow into Har Mar's parking <br />lot will be maintained <br />. A stormwater pond will be created in the southeast portion of <br />the parking lot <br />. The stormwater pond will not be visible from the residential <br />area <br />. The stormwcter pond will increase the size of the southeast <br />corner buffer area <br />. The stormwater pond will reduce-peak discharges and the <br />potential for flooding to the north <br />. The stormwater pond will improve runoff water quality <br />. The pathway from Ryan Avenue into Har Mar will be moved <br />further west and will not encroach on the east buffer <br /> <br />Property Values Will Not Be Affected <br /> <br />. Based upon a property values survey conducted by a local <br />, appraisal firm, the Cub Foods store will not negatively impact <br />neighborhood property values <br /> <br />Additional Landscaping Will Be Planted <br /> <br />. The size of the buffer zones between Har Mar and <br />surrounding streets will be preserved, along with a vine- <br />covered fence and existing trees and shrubs, which now total: <br />- 130 mature trees and large shrubs in the east buffer zone <br />- 41 mature trees and lilac bushes in the south buffer zone <br />- 66 mature trees and lilac bushes in the west buffer zone <br />. In addition, 67 new trees, primarily evergreens, will be <br />planted in the three buffer zones surrounding the Cub store: <br />- 56 evergreens (spruce) <br />- 11 deciduous trees (e.g., ash, maple) <br />· Bradley will accommodate any additional, reasonable <br />landscaping requests <br /> <br />Adequate Parking Will Be Available <br /> <br />. Har Mar, with the Cub store, will meet Roseville's parking <br />code requirements (2,229 spaces provided vs. 2,208 required) <br />. Based upon actual counts of parked vehicles during special <br />events held this spring, Har Mar will provide sufficient parking <br />for the Cub store, the theater and these special events <br />. Bradley will manage and schedule special events at the Moll <br />to ensure adequate parking <br /> <br />v <br />
