This is a letter regarding the proposed Cub Food Store. We feel that the City Planning Commission voted in the watershed variance without proper investigation. Ms Bloom stated that the variance will meet the existing codes for the impervious drainage when the system is moved further south. In spite of being showed pictures of yard & street flooding as a result of runoff from the parking lot at HarMar and testimony from residents, both from south east and north east parking areas (Burke to Ryan) the Planning Commission, with one no vote, granted the moving of the drain systems. We have lived in Roseville for 3 years and on two different occasions we have had water from HarMar parking lot flow over the "green space" , through our side yard and then out to the street drain in front of our property at 1456 Burke. The most recent episode caused a river of water almost 3 feet deep to flow from the parking lot and flood our back yard while also flowing through the side property out to the street drain. This strongly suggests to residents here that the existing codes for HarMar impervious are grossly inadequate and the proposed movement of catch basins further south will only add to the problem . We are also very concerned about traffic on County Rd. B. It is already congested and difficult to get on or off with out a long wait or an unsafe dash. The amount of noise and pollution emissions will increase to unsafe levels with the addition of estimated 3000 more vehicles per day. The residents in the apartment building at Burke & Pascal will literally be living on a "freeway" with the proposed traffic routing in the shopping center. What will the 24 hours of store operation do to the crime rate in the Mall area? Car theft? Robbery? Personal safety? Please help the residents with these problems. Roseville is a great place to live. Lets keep it that way! We have cardinals, chickadees, finches, woodpeckers, redpoles, that come to our feeders and live in the, cedar trees on our property. Increased vehicle emissions will either kill these birds or cause them to go elsewhere. This is part of Roseville's charm & heritage. If the amenities of living in Roseville shift, change, go away, so will the responsible citizens and the neighborhood will change, and probably not for the better. Does Roseville really need another grocery store? Does Roseville need a mega grocery store that will operate 24 hours a day?
