But Mayor Dan Wall said the
City Council was concerned about
the whole complex of issu'es
beyond relocating the utility pipes
and storm-water ponds. He ~aid
he was struck by older neighbors'
claims that former city officials
had put zoning restrictions on the
mall in the past, addressing fenc-
ing, parking, access and a buffer
current city documents.

"My concern is this is a shop-
ping center next to a residential
area," Wall said. "It involves the
wider community."

The council voted unanimously
to delay a vote on the utility pipes
until April 26. Then, at Wall's sug-
gestion, the council voted to intro-
duce an ordinance temporarily
prohibiting shopping center con-
struction next to a residential
zone. City Attorney Joel Jamnik
will present a formal ordinance to
the council on April 12, which
may place a time limit on the

moratorium.

Wall said the moratorium will
go into effect immediately and
will apply to the Cub store as
well as any other shopping center
development in Roseville. So far,
neither Bradley nor Cub has
. applied for a building permit.

City planner Thomas Paschke
said Tuesday that it may take
him and other city staffers up to
90 days to research past zoning
. regulations and related issues.
