<br />SUMMARY <br /> <br />This report presents the results of our detailed traffic and parking analysis for a new Cub <br />Food Store to be located at the Har Mar Mall in the City ofRoseville. In addition to <br />addressing the basic traffic and parking characteristics of the Cub Food Store, the report <br />provides a thorough response to traffic and parking questions that have been raised by <br />nearby residents and by the City's traffic consultant, Glen VanWormer of the SEH firm. <br /> <br />The five specific issues addressed and the principal results for each are: <br /> <br />· Effects regarding traffic conditions on nearby roadways. We have <br />determined that Snelling Avenue and County Road B will experience only a <br />two to three percent increase in their daily volumes following completion of <br />the Cub Store, which will not cause any significant change in traffic <br />operations along those roadways, Weare confident that no Cub customers <br />from outside the immediate neighborhood area will use local streets to access <br />the Cub Store. <br /> <br />. Adequacy of traffic circulation on east side of Har Mar Mall. We identified <br />several limitations with the existing situation and recommended an <br />improvement plan that will enhance the quality of service for existing users of <br />this portion of the Mall and will effectively accommodate users of the new <br />Cub Store. <br /> <br />. Adequacy of traffic operations on entrance to/from Snelling Avenue. We <br />developed a recommended improvement plan for this entrance, which, similar <br />to the east side of the Har Mar Mall, will enhance conditions for existing users <br />and will effectively accommodate future Cub users. <br /> <br />. Adequacy of operations for trucks. In the process of preparing plans for the <br />Cub Store, careful attention has been paid both to the routing of trucks to and <br />from the store and to the design of the truck delivery area. The entrance and <br />exit routes that have been established for trucks will avoid any significant <br />impacts on users of the Har Mar Mall. The loading docks and other layout <br />features of the truck delivery area have been designed to effectively <br />accommodate truck maneuvers and to provide sufficient space so that trucks <br />will not interfere with nearby traffic circulation. <br /> <br />. Adequacy of parking. Through actual parking occupancy surveys on two busy <br />Saturdays, we have determined that the south parking area will provide <br />sufficient spaces to meet the needs of the Cub Store plus to accommodate <br />existing users of the Har Mar Mall who park in this area. Also, we have <br />determined that the overall number of parking spaces on the Har Mar site will <br />meet City Code requirements after completion of the Cub Store. <br /> <br />1 <br />
