<br />ADEQUACY OF TRAFFIC CIRCULATION ON EAST SIDE OF <br />HAR MAR MALL <br /> <br />In his letter dated February 19, Glen VanWormer expressed concern about the motorists <br />traveling to and from the Cub Store who would use the aisle on the east side of the Har <br />Mar Mall. In reviewing this situation, we noted that the east side of the shopping center <br />is served by two driveways on County Road B. One of these driveways is opposite State <br />Farm Road, and this four-way intersection on County Road B is controlled by a traffic <br />signal. The other driveway is located about 225 feet to the east and provides right turns <br />in and out only. We concur with Mr. VanWormer's comments that the existing situation <br />has limitations in terms of the convenience and safety of traffic movements and potential <br />vehicle/pedestrian conflicts. These limitations would be particularly significant for the <br />following two types of traffic movements: <br /> <br />a) from the Cub Store to the west on County Road B <br />b) from the east on County Road B to the Cub Store <br /> <br />We developed and evaluated several alternative concepts in order to establish a traffic <br />circulation system on the east side of the Har Mar Mall that would effectively <br />accommodate the traffic movements expected after completion of the Cub Food Store. <br />Through this process we established the recommended plan shown in Figure 2. Major <br />improvements shown in this plan include: <br /> <br />. New east-west major traffic circulation aisle to connect State Farm Road <br />access with drive on east side of Cub Store. <br />. Installation of all-way stop control at both intersections on this new east-west <br />circulation aisle to enhance traffic and pedestrian safety. <br />. Installation of guide signs at both intersections on the east-west circulation <br />aisle to direct incoming motorists to the Cub Store and outgoing motorists to <br />the west on County Road B. <br />. Improvements to State Farm Road access; widening of incoming lane and <br />extending island on east side of driveway to improve stacking of exiting <br />vehicles. <br />. Improvements to east driveway on County Road B to enhance its ability to <br />accommodate entering truck movements. <br />. Installation of two signs on eastbound County Road B informing truck drivers <br />that the eastern driveway on County Road B is the truck entrance. <br /> <br />With the plan shown in Figure 2, it is expected that the vast majority of trucks coming to <br />the Cub Store will use the east driveway on County Road B and will proceed straight <br />south to the truck delivery area. Since the loading docks are oriented to the south, most <br />exiting trucks will exit to the south and west to Snelling Avenue. <br /> <br />We are confident that the plan shown in Figure 2 will provide substantial improvements <br />for existing users ofHar Mar Mall and will effectively accommodate motorists traveling <br />to and from the new Cub Food Store. <br /> <br />5 <br />
